525-2151 (i) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. (ii)
Solicitation M00263-97-Q-0020 is being issued as a Request For
Quotation (RFQ). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-45. (iv) This acquisition is restricted and set aside for
small businesses. The associated standard industrial classification
code is 3535. (v) The solicitation contract line item number, estimated
quantity, unit, and item description follows: Line item 0001. Quantity
= 1. Unit-each. (vi) Description -- Industrial sorting and assembly
conveyor system for use in commercial laundry facility. System, to
include delivery and installation: 1)One, single direction, sorting
conveyor accessible to a 792 square foot press section consisting of
five press stations. Sorting conveyor shall operate at a constant speed
by a manual on/off button, and shall have color coded carriers capable
of sorting approximately 200 garments per hour that will be
distributed onto the slick rails described in subparagraph 2 of this
description. The sorting conveyor may be floor and /or ceiling
supported in whole or part, and may be partially raised for ground
efficiencies at Bidder's discretion based on bidder's proposed layout.
2)Four slick rails installed adjacent to the press section. Each rail
shall be installed with a minimum storage capacity of 400 garments.
3)Two manual, foot operated, bi-directional, assembly conveyors shall
be installed independent of the sorting conveyor. Assembly conveyors
should be located in a close proximity to the slick rails, or in a
location or configuration which compliments Bidder's proposed system.
Each assembly conveyor shall store garments with plates that
accomodatea minimum of 200 ticket attachments. 4)Two manual,
bi-directional, hand operated, garment storage conveyors to be
installed in the call office adjacent to the four slick rails with call
system for retrieval of garments. The two garment storage conveyors
shall have a minimum total hanging capacity length of 150 feet.
IMPORTANT: A design drawing will not be provided with this
solicitation. A floor plan with ventilation installation may be
provided upon request. Bidders are encouraged to visit the installation
site. A basic layout of the proposed system will be required with each
quote. Bidders are not restricted to a specific layout, and are
encouraged to offer quotes which incorporate state of the art
commercial concepts that may improve efficiency and economy. Standard
110 and 480 volt electrical wiring is available. The proposed
industrial sorting and assembly conveyor system must meet all standard
commercial electrical and safety code requirements. Conveyors shall
include, at a minimum, manual take-up devices. Bidders shall disclose
information pertaining to the mechanics of the conveyors being offered,
to include whether their bearings are open or closed. Installation:
Bidders shall provide all materials, tools, equipment, and labor
necessary to complete installation of the equipment at Depot Laundry,
building 158, Marine Corps Recruit Depot, Parris Island, South
Carolina. All costs associated with the installation shall be
incorporated into the cost of the total system and included as one
price in Bidder's quote. Installation shall occur simultaneous to
delivery of the system during normal business hours, and shall include
a training demonstration for laundry personnel on the new system's
operation. Bidder's personnel shall be available at the time of
delivery to ensure that Bidder's equipment is off loaded properly.
Bidder's equipment shall be delivered complete and installed in the
Depot laundry on or before 60 days from date of contract award,
Mon-Fri, 8:00 a.m. to 4:30 p.m. Operating manuals shall be provided for
each system component. Bidders shall coordinate installation dates and
times with the Contracting Office at 803-525-2190. (vii) Prices quoted
shall be FOB destination. Inspection and acceptance shall be performed
by Depot Laundry. The following Federal Acquisition Regulations (FAR)
provisions and clauses apply to this acquisition: (viii) 52.212-1,
Instructions to Offerors-Commercial. (ix) FAR 52.212-2,
Evaluation-Commercial Items, to include the specific evaluation
criteria in paragraph (a): The Government will award a contract
resulting from this solicitation to the responsible bidder whose quote
will be most valuable to the Government, price and other factors
considered. The following factors shall be used to evaluate offers in
descending order of importance. 1) Quality of the system's design and
each of its functioning components to include: Efficiencies of each
application, economies of the design, low maintenance, and safety
features. IMPORTANT: A design drawing will not be provided with this
solicitation. Bidders are encouraged to visit the installation site. A
basic layout of the proposed system will be required with each quote.
Bidders are not restricted to a specific layout, and are encouraged to
offer quotes which incorporate state of the art commercial concepts
that may improve efficiency and economy. 2) Ability to meet required
delivery dates. 3) Value based on price. 4) Past performance. (x)
Bidders shall include a completed copy of provision FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, with a
copy of its quote. (xi) The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. (xii) The FAR
clause at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes Or Executive Orders-Commercial Items, applies to this
acquisition. The following additional clauses cited in the clause by
reference apply: FAR 52.222-3, Convict Labor; 52.233-3, Protest After
Award; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative
Action for Handicapped Workers; 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era; and
52.225-18, European Union Sanctions for End Products. The following
Defense Federal Acquisition Regulations Supplement (DFARS) clauses and
provisions apply to this contract: The clause at 252.212-7001,
Contract Terms and Conditions Required To Implement Statutes Applicable
to Defense Acquisitions of Commercial Items; and 252.225-7036, North
American Free Trade Agreement Implementation Act. Bidders are to
include a completed copy of provision 252.225-7035, Buy American
Act-North American Free Trade Agreement Implementation Act-Balance of
Payments Program Certificate, with its quote. Each Bidder shall review
the preceding clauses and provisions incorporated by reference in
paragraphs (viii through xii) above, and return a completed copy of FAR
52.212-3 and DFARS 252.225-7035 with its quote. Copies of provisions
will be provided upon request. (xiii) The Government reserves the right
to utilize Government (Visa) credit card as a payment method upon
delivery and acceptance. Bidders shall acknowledge acceptance of the
Government credit card as a payment method on its quote. Bidder's
invoice shall be mailed to Contract and Purchasing Division, P. O. Box
5069 MCRD, Parris Island, South Carolina 29905. Invoices must be
issued in accordance with Far 52.212-4(g). (xiv) The Defense Priorities
and Allocation System (DPAS) assigned rating is DO C9E. (xv) Submit
quotes, to include completed provisions, to reach the Contract and
Purchasing Division, Attn: Formal Contracts Branch, Bldg 159, Marine
Corps Recruit Depot, Parris Island, SC 29902, on or before 4:30 P.M.,
Eastern Standard Time, August 15, 1997. (xvi) Contact Barbara
