This is a combined synopsis/solicitation for a commercial item
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This is a notice
of intent to request a quote and negotiate with ITT Night Vision, 7835
Plantation Road, Roanoke, VA 24019 on an other than full and open
competitive basis. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;
REQUESTS FOR QUOTES ARE SOLICITED WITH THIS ANNOUNCEMENT. Solicitation
number N00421-97-Q-1165 is issued as a Request for Quote (RFQ). The
incorporated document and provisions and clauses are those in effect
through Federal Acquisition Circular 90-45 and Defense Acquisition
Circular 91-11. The applicable SIC is 3671 and the small business size
is 750 employees. The contract line item number and item is: CLIN 0001
(3500 ea) Helmet Mounting Bracket Kits, Part Number 265030-3. The
Helmet Mounting Bracket Kits are a component of the AN/AVS-9 Night
Vision Goggle system which was procured from ITT. The kits are
necessary to complete the initial outfit of fleet night attack squadron
helmets in order to enable goggles to be "shared" between aircrew. ITT
Night Vision has been identified as the only responsible source
capable of meeting the Government's requirement. The manufacturing
drawings and design of the AN/AVS-9 NVGs and all components including
the mounting hardware are proprietary to ITT. This will be a firm-fixed
price contract. This acquisition will be processed in accordance with
the Simplified Acquisition Procedures. Due to the URGENCY of the
Government's fielding associated with these items, the contractor shall
make delivery within 60 days after contract award to: Commander, Code
8053B (B. Hughes) Bldg 64 NE NAVSURFWARCENDIV, 300 Highway 361, Crane,
IN 47522-5001. Inspection and acceptance shall be made at destination.
FAR 52.212-1 Instructions to Offerors -- Commercial Items (OCT 1995) is
incorporated by reference and applies to this acquisition. The
provision at 52.212-2 Evaluation-Commercial Items (OCT 1995) does not
apply to this acquisition. Instead, this requirement is for the
specified brand/part item only, as such the low cost/technically
acceptable criteria is the basis for this evaluation of quotes. A
written notice of award or acceptance of an offer, mailed, faxed, or
electronically mailed to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after receipt, unless a
written notice of withdrawal is received before award. Each offeror
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial (JAN 1997)
with its quote. FAR 52.212-4 Contract Terms and Conditions --
Commercial Items (AUG 1996) is incorporated by reference and applies to
this acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders -- Commercial Items (JAN 1996)
is incorporated by reference, however, for paragraph (b) only the
following clauses apply to this acquisition. 52.212-5(b): 52.203-6

include a completed copy of Defense FAR Supplement (DFARS) provision

Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items (NOV 1995) is incorporated by reference, however, for
(b) on the following clauses apply, 252.225-7001, Buy American Act and
Balance of Payment Program, 252.225-7036 North American Free Trade
Agreement Implementation Act, and 252.225-7024 Notification of
