Bureau of Investigation (FBI), Laboratory Division, Evidence Response
Team Unit, has a requirement to purchase state of the art alternate
light source equipment. The contractor shall provide a total of
seventy-one (71) alternate light sources. The required specifications
are as follows: 1. The unit must be portable, compact and substantial
enough to sustain the rigors of transport in a vehicle as well as
aboard commercial aircraft. A lightweight (less than twenty (20)
pounds) unit, self-contained in a durable tripod mountable carrying
case (aircraft aluminum) with heavy duty closures. It must be shippable
as baggage or as carry-on luggage as necessary, 2. The unit must be
fully developed and provided within a reasonable time (60 days) after
contract award, 3. The unit must be "user-friendly" and simple to
operate with instructions that allow a full range of use with a
reasonable amount of study with little or no requirement of calibration
before use. It must have an easily understood control panel with a
wavelength indicator easily readable, 4. The primary light source(s)
must be a high intensity light an extended life capable of producing
light in the visible and ultra-violet ranges. The lamp(s) must be
capable of being changed with minimum effort and without the need of
tools. At least two lamps must be supplied with the unit, 5. The light
transmission should be via a flexible cable, liquid light guide and
fiber optics (interchangeable) at least 2 meters in length and
substantial enough to withstand normal rigors of crime scene use (being
accidentally stepped on, etc.). The cable must be capable of supporting
the use of white light for extended periods of time and must be
storable within the carrying case of the unit. If a second cable is
required for use with ultra-violet light, it should be similarly
durable and storable, 6. The light sources must be tunable to produce
multiple easily determined visible wavelengths with narrow and broad
bandwidths through the use of a durable user installable filter system.
Filters should be mounted internally to facilitate use in darkened
environments or crime scenes, 7. The unit must have a longwave
ultra-violet capability (300 to 400nm), 8. The unit must be supplied
with a power cord reasonable length (3 meters minimum) and with a power
converter for overseas use, 9. Prior to contract award, a sample unit,
identical to that to be provided, must be available for testing, 10.
The unit must require low maintenance, be easily serviced and be
supplied with a service warranty (including a loaner program), parts
and labor included. Any "loaner" units supplied during repairs must be
rapidly available (1 2 days), 11. Training program by manufacturer
shall be available, and ready access to technical assistance must be
available, 12. The unit must be supplied with 4 pairs of durable
goggles with filters appropriate to the wavelengths of UV and visible
light produced by the unit. Shipping: The vendor shall deliver the
units to a total of fifty-seven (57) FBI locations throughout the
United States including, Puerto Rico, Hawaii and Alaska, f.o.b.
destination. All units are to be shipped to the attention of a specific
coordinator or team leader contact which will be provided at the time
of contract award. The FBI contemplates awarding a firm-fixed-price
contract for a one time purchase. The Standard Industrial
