commercial items, prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. The Laboratory of Biophysical Chemistry, National Heart, Lung,
and Blood Institute (NHLBI) of the National Institutes of Health (NIH)
has a requirement to obtain two (2) biospectrometry workstations. The
technical specifications are as follows: Specifically, Biospectrometer
A shall include the following features: Shall be a matrix as sisted
laser desorption mass spectrometer with reflectron and delayed
extraction, having resolution (m/ m, where m is FWHM)better than 15000
at m/z 3500 in reflector mode. Masses at m/z from 500 to 6000 shall be
baseline resolved simultaneously. Mass accuracy shall be better than 10
ppm from 500 to 6000 and PSD fragment measurements from 50 to 3000 by
internal calibration. Post source decay (PSD) shall be performed with
fully automatic computer control and PSD ions shall produce bn and yn
ions. Mass selection for PSD experiments shall be done with better than
150 resolution at 1500. MS measurements shall be performed both at
linear and reflector modes with a sensitivity better than sub-picomole
for peptides, protein and DNA. MS shall be measured in both positive
(25kV) and negative (20kV) selected by mouse click. The flight path
shall be > 2 m in linear mode and >3m in the reflector mode. The
spectrometer shall be operated under a Windows or Windows 95 PC and it
shall be Internet ready. The detector shall be low mass gate
controlled. The vacuum system shall be pumped by at least two 2 40 l/s
turbo pumps. A 2GHz digital scope shall be included for maximum mass
resolution and mass accuracy. A sample plate holding at least 100
samples shall be supplied and viewable during operation with a 100 X
video camera and the plate shall be fully movable in XY position. Data
base search software shall be provided for identifying proteins from
peptide masses and PSD spectra. 2) Specifically, Spectrometer B shall
include the following features: The spectrometer shall be a
electrospray/time of flight m ass spectrometer equipped with a
reflectron and all hardware and software necessary for data acquisition
and reduction of mass spectral data files on a chromatographic
time-scale. It shall have mass accuracy of +/- 20 ppm for peptides with
masses < 2000 Da using an internal standard. Singly charged ions
from m/z 40-4000 shall be detectable . Ions are to be measured at 10kHz
intervals orthogonal to their original trajectory. The resolution shall
be > 5000 FWHM and detection shall be by a channel plate detec tor
where the signal is measured by a 1GHz time to digital converter. The
system shall be turbo pumped and operate at a 3-4 kV acceleration
potential and be capable of detecting both positive and negative ions.
The data system shall be at least 166MHz, 32 Megabyte RAM, 1 Gigabyte
disk and 17 inch monitor. Software upgrades shall be provided free for
at least 2 years, and warranty shall be for at least 90 calendar
daysfrom delivery. This solicitation is not a set aside. The applicable
Standard Industrial Classification (SIC) is 3821, size standard 500
employees. The proposals may be due fifteen calendar days from the
publication date of this synopsis. Interested parties should submit a
