SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This notice represents AMENDMENT 001
to Request for Proposal No. (RFP) 97-019, FURNISH AND INSTALL A CUSTOM
TUNNEL, CAGE AND UTENSIL WASHER published in the Commerce Business
Daily on July 1, 1997, PSA #1878. As a result of questions received the
following additions and clarifications are incorporated into the
Specification: (1) Installation of the tunnel washer shall include
final utility connections; (2) Roughing drawings and equipment
descriptions shall be submitted by the offeror within one week of
acceptance of the bid; (3) The supply and exhaust requirements for the
tunnel washer shall be submitted by the successful offeror to NIOSH
within one week of notification of acceptance of the bid; (4) The drain
discharge cooling system will be provided by NIOSH, unless it is a
standard feature of the unit offered; (5) A high pressure steam line
(50 Psi), room air exhaust, and central acid neutralization will be
provided by NIOSH; (6) The wash and recirculated rinse temperature
should be able to be adjusted by the operator to 1900F. The system
should be able to monitor and guarantee specific temperatures up to
1900F so that the conveyor belt stops until a temperature set by the
operator has been achieved. Under normal operating conditions, stops to
achieved desired temperatures will not slow the operation of the tunnel
washer by more than 5% in an 8 hour work day; (7) The prewash section,
wash section, recirculated rinse section, and non-recirculated final
rinse section shall each result in a spray sufficient to thoroughly
cover each cage being washed in all positions across the belt so that
at the end of the process each cage is visibly thoroughly clean, free
of visible soap residue, andculturable bacterial numbers are reduced by
a minimum of 99% (determined by counts from swabs taken from cages
before and after the washing process).; (8) Jet spray headers shall be
provided and shall be secure but easy to remove without tools; (9) The
tunnel washing system shall operate so that light plastic cages are
hydraulically held onto the conveyor belt; (10) The smoothness of the
interior of the chamber and tanks will be assessed by sight, touch, and
performance (preventing the build up of debris); (11) The booster
heater with instantaneous steam to water heat exchange shall raise the
temperature of the NIOSH tap water supply by a minimum of 800F; (12)
The statement in the original specifications "The supply filter
assembly will be complete with a periodic automatic reversing flush"
refers to a self cleaning filter to strain debris provided by the wash
pump to a size that will prevent the plugging of jet sprayers. This
filter assembly shall be easily accessible by the operator; (13) The
statement in the original specifications "the washer interior will be
automatically cleaned and descaled" means that the cleaning/descaling
system can be activated so that each tank is drained, cleaned and
descaled, flushed, and refilled automatically in an operator
programmable manner that greatly reduces or eliminates the need to
manually clean the tanks; (14) A water hammer eliminator will be
provided by NIOSH; (15) Acid neutralization of effluents will be done
by NIOSH; (16) The heat in the dryer shall be adjustable with a maximum
temperature which should be known, disclosed to NIOSH, specified by the
offer and between 2050F and 2250F; (17) The dryer provided shall be
able to dry polycarbonate cages so that they are free of visible beads
of water and can be filled with bedding or stored immediately; (18) An
exhaust system provided by NIOSH will be available in the room on the
unload side. The requirements at FAR 52.214.21 "Descriptive Literature"
apply. Proposals/Information provided must demonstrate the unit's
ability to meet the revised specification and that the supplier has at
least two years of experience in the production and installation of
tunnel washers. The due date for proposals is extended to July 24,
1997. 2:00 p.m local prevailing time. All other terms and conditions
stated in the July 1, 1997, notice remain the same. Fascimile
submissions are not authorized. Proposals should be submitted as
follows: (1) one original and two copies of a completed SF 1449, signed
by an individual authorized to bind the organization; (2) a Schedule of
Offered Supplies/Services containing pricing for the system being
offered, published price lists (if applicable) and a delivery schedule;
(3) completed Representations and Certifications -- Commercial Items,
FAR 52.212-3; (4) descriptive literature and demonstrated experience
for evaluation purposes; (5) acknowledgment of this amendment; and (6)
exceptions, if any, to RFP. Submit to: DHHS, PHS, CDC, NIOSH, ALOSH,
