Wall, Purchasing Agent This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in the
notice. This announcement constitutes that only solicitation; proposals
are being requested and a written solicitation will not be issued. This
synopsis/solicitation number 97-164(N) is issued as a Request for
Proposal. This solicitation document incorporates provisions and
clauses in effect through Federal Acquisition Circular 90-46. This
procurement is Set Aside for Small Businesses. The standard industrial
classification code (SIC) is 7372. Small business size standard:
Average annual receipt for each of the three preceding fiscal years do
not exceed $18 million. DESCRIPTION OF SERVICES TO BE ACQUIRED: The
Centers for Disease Control and Prevention (CDC) has a requirement for
a commercial software package that can directly handle the Cyberware
data files, display the point cloud, and process data points for
further engineering applications. Mandatory Software requirements : 1)
Must be one standard software package with documented history of
successful applications in the Computer-aided-design (CAD) area. It
must not be modular code combination for the purpose of satisfying
defined applications only. 2) Must directly handle data files generated
by Model 3030 HRC Color Digitizer and whole body scanner manufactured
by Cyberware Laboratory and presently owned by CDC. Proof of this
capability with test data is required by demonstration or evaluation
copy of the software. 3) Must function on existing Silicon Graphics
Indigo 2 workstation (OS IRIX v 6.2), MIPS R4400, 150Mhz processor,
320MB ram, 2GB/4GB, 4X CD-Rom; 19" mdl GDM-2011 monitor. 24 bits color,
24 bits Z-buffer, 450K Tmesh graphics, dual-ring, fiber-distributed
data interface (FDDI) at 100 MB per second and small computer standard
interface (SCSI). Technical requirements: 1) Shall be capable of
handling geometry input in form of digitized points, curves or
surfaces. Minimum set of allowable input formats must consist of ASCII,
SXF, IGES, IMW and STL. 2)Shall have direct interface to digitizing
systems available. 3) Shall function with up to several million data
points. 4) Shall display and manipulate point cloud. 5) Shall have data
extraction, reduction and filtering utilities. 6) Shall create and
display the geometry, both curves and surfaces, based on combination of
inputs of different formats. 7) Shall have scattered plots, polylines,
polygon meshed, flat-shaded and Gouraud-shaded surface displays. 8)
Shall display in various user-defined viewing orientation. 9) Shall use
state-of-the-art non-uniform rational B- spline (NURBS) and
polygon-based technologies. 10) Shall have geometry sectioning tools.
11) Shall have feature extraction and segmentation functions. 12) Shall
have registration of data from multiple scans for precise reassembling.
13) Shall have surface manipulations: modify adjacent surface patches
to create geometric continuity, trim, and extend surfaces,
editsurfaces, detect surface defects and present the results
graphically on the display. 14) Shall analyze geometry to extract
information to within 2% precision, on length, orientation, area, and
volume based on surface marker points. 15) Shall allow interactive
assembly of multiple geometries from scanner measurements and models
created by other cad software pkgs, and list clearance between parts.
16) Shall present projected shadows and shadow area calculation between
components of an assembly at various orientation. 17) Shall detect
potential interference, or collision between various components of an
assembly. 18) Shall be able to evaluate dimensional integrity of the
assembly of components. 19) Shall output the geometry of the assembly
for downstream applications in appropriate file formats, minimum output
format set shall include ASCII, DXF, IGES, IMW and STL. 20) Shall have
printer output in bitmap and PostScript formats. 21) Shall generate
report files in ASCII or other formats suitable for transfer to windows
based spreadsheet/word processing applications. 22) Shall automate
repetitive tasks with Surface Command Line Language (SCOLL). 23) Shall
allow integration of C/C++ computer codes into software operation. 24)
Shall define additional program menu items by invoking user-written
programs in C/C++. 25) Vendor shall provide printed &/or on-line
instruction manuals, and technical support. Software will be shipped
F.O.B. Destination to the Centers for Disease Control and Prevention,
NIOSH, 1095 Willowdale Rd, MS P04/B167, Morgantown, WV 26505-2845,
Software shall be received within 30 days after receipt of order. The
FAR provisions 52.212-1, Instructions to Offerors -- Commercial Items
and FAR 52.212-2 Evaluation -- Commercial Items apply to this
acquisition. EVALUATION FACTOR: The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to this synopsis/solicitation will be the most advantageous
to the Government, price and other factors considered. The following
factors shall be used to evaluate offers: Technical capability of the
software to meet the Government's requirement, and price. FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items applies
to this acquisition. Offerors are to include a completed copy of this
