C -- INDEFINITE QUANTITY CONTRACT FOR VALUE ENGINEERING, CRITERIA SUPPORT, COST ESTIMATING, QUALITY/CONSTRUCTABILITY REVIEW AND CUSTOMER SURVEY SERVICES SOL N62470-97-R-3007 DUE 081997 POC Point of Contact -- Bayla Mack, 757-322-8271 -- Karla McGrath, Head, Contract Support Branch, 757-322-8270 E-MAIL: Architect-Engineer, mackbl@efdlant.navfac.navy.mil. Architect-Engineer or Engineering Services are required for preparation of Value Engineering, Criteria Support, Cost Estimating, Quality/Constructability Review and Customer Survey Services. The preponderance of work on this contract is anticipated to occur on the East Coast of the United States. However, an order could be issued for any base in the world. The contractor's experience, through its own forces or its consultants, for locations in the Eastern United States (in particular Virginia and States north) will be given greater weight during selection. The services will be required on one of the following areas with the majority of the services expected to be in the area of Value Engineering: (a) Value Engineering (VE) Services: Facilitation by a professionally registered Certified Value Specialist (CVS) of conceptual design meetings/studies; conducting Value Engineering Team Studies (VETS); and conducting 40 hour SAVE International certified VE training workshop(s); (b) Criteria Support Services: These shall include services relating to the review, update, and development of guide specifications, design manuals, military handbooks, computer graphics, standard drawings, definitive designs, computer databases and associated software; (c) Cost Estimating Services: These shall include development of Cost Certifications, DD Form 1391 Plus Documents, Parametric estimates, Parametric cost models, preliminary and detailed estimates, economic, life cycle and risk analyses, and other cost engineering support services associated with facility construction and environmental cleanup, and development of Navy Unit Price Book (UPB) entries for the Tri-Services Automated Cost Engineering System (TRACES); (d) Quality/Constructability Review Services: Quality reviews will be conducted immediately following completion of final design, and shall consist of a quality coordination review concentrating on coordination aspects of the design documents rather than technical aspects of the design. Constructability reviews will be conducted immediately following completion of the 100% design, and shall consist of a review concentrating on the appropriateness of the design documents based on the proposed materials, project location, and current standard construction practices; and (e) Customer Survey Services: These services shall include participation by a VE professional (Certified Value Specialist (CVS)) or other approved architect/engineering professional with a broad knowledge of facilities construction, evaluating building systems, conducting on-site customer surveys and preparing reports. In order to assist the Command to more efficiently review all qualifications statements, a separate summary of experience, proposed team staffing and depth of additional staff support is requested in addition to the information provided in the Standard Form 255 (this information may be provided on bond paper and within the bounds of the SF 255). Team leaders: List all team leaders you propose to use. For each team leader list the following information: (a) education level and professional degree(s); (b) professional registration(s)/certification(s) and date(s); and (c) synopsis of experience including firm name, years with each firm and type of experience in the above areas. Team members: Summarize your proposed team members in Tabular form including the following data: (a) Professional degree(s) and date(s); (b) professional registration and date; (c) synopsis of experience in the above listed areas including firm name(s), years with each firm and type of experience with each firm. Experience: List the six most recently completed projects in each of the above areas of work completed by your firm. For each project, provide the following information: (a) dollar value of the work; (b) description of the services provided; (c) date of services; (d) list of team members; and (e) owner or customer point of contact with telephone number. The A&E must demonstrate his and each key consultant's qualifications with respect to the published evaluation factors for all services. Evaluation factors (1) through (7) are of equal importance; factors (8), (9) and (10) are of lesser importance and will be used as "tie-breakers" among technically equal firms. Specific evaluation factors include: (1) Specialized Experience -- Firms will be evaluated in terms of their Navy and Department of Defense (DOD) past experience with regard to providing services in the areas of value engineering, criteria support, cost estimating, quality/constructability reviews on construction facility/type projects, and customer surveys as mentioned above; (2) Professional qualifications and technical competence in the type of work required (the people assigned to do the work must be professionally registered architects and engineers, and must demonstrate experience in the design of various types of facilities. The team leader and members must be completely knowledgeable in the areas of value engineering, criteria support, cost estimating, quality/constructability, and customer survey services as demonstrated in the matrix above); (3) Office management with regard to computer/technology applications. Demonstrate the ability of database management in report/data, entry scanning, reporting, querying, data retrieval, and photographing study or survey sites and producing photo CDs; (4) Ability to perform the work to schedules; i.e., ability to assemble teams and conduct studies within 30 days (or less) advance notice and sustain the loss of key personnel while accomplishing the work within required time limits; (5) Past Performance -- Firms will be evaluated in terms of (with emphasis on projects addressed in factor number one) demonstrated long term business relationships and repeat business with Government and private customers, and performance awards/letters of recommendations received; (6) Quality Control Program -- Firms will be evaluated on the acceptability of their internal quality control program used to ensure a technically accurate product -- list key personnel responsible; (7) Demonstrated success in proposing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (8) Firm location (provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract) -- Firms will be evaluated on their location with respect to the general geographical area of the contract and their knowledge of local codes, laws, permits and construction materials and practices of the Eastern United States (in particular Virginia and States north); (9) Volume of Work -- Firms will be evaluated in terms of work previously awarded to the firm by DOD with the objective of affecting an equitable distribution of DOD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DOD contracts; and (10) Small Business and Small Disadvantaged Business Subcontracting Plan -- Firms will be evaluated on the extent to which offerors identify and commit to small business and to small disadvantaged business, historically black college and university, or minority institution in performance of the contract, whether as joint venture, teaming arrangement, or subcontractor. The contract requires that the selected firm have an on-line access to E-mail via the internet for routine exchange of correspondence. The duration of the contract will be for one (1) year from the date of an initial contract award. The proposed contract includes 2 one (1) year Government options for the same basic professional skills. The total A&E fee that may be paid under this contract will not exceed $2,000,000; however, the yearly maximum may total up to $1,000,000. No other general notification to firms for other similar projects performed under this contract will be made. Type of contract: Firm Fixed Price Indefinite Quantity Contract. Estimated start date is 15 October 1997. -- Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF) 254 (unless already on file) and 255, U. S. Government Architect-Engineer Qualifications, to the office shown above. In Block 10 of the SF 255, discuss why the firm is especially qualified based upon synopsized evaluation factors; and provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. For selection evaluation factor (1), provide the following information for only the staff proposed for this work using these column headings: "NAME", "RELATED PROJECTS WORKED ON", "YEAR", "FIRM", and "TECHNICAL ROLE". Use Block 10 of the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255. Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255 Block 8.
