Test Squadron of the 46th Test Group at Holloman AFB, New Mexico,
intends to issue a Draft Request for Proposal (DRFP) on or about 6
August 1997 and a Request for Proposal (RFP) on or about 26 September
1997 for the Operation and Maintenance (O&M) of the North Area Avionics
Test Site (NAATS) / Air-to-Air Missile Test Complex (AAMTC) at Holloman
AFB, New Mexico. A presolicitation conference at Holloman AFB is
planned on or about the week of 25 August 1997. All information
concerning the presolicitation conference will be in the draft RFP. The
NAATS/AAMTC provide test and evaluation capability for DoD and other
Government agencies. Requirements include the operation and maintenance
of the test facilities, complete responsibility for operational and
administrative security, planning and execution of test support
activities, applicable janitorial/custodial maintenance including
environmental compliance, and aircraft liaison. Testing will be
accomplished at Holloman AFB and the adjacentWhite Sands Missile Range.
The overall contract type will be Cost Plus Award Fee (CPAF) with a
basic two-year contract and four one-year options. Foreign
participation is excluded. The SIC Code is 8744 with a small business
size standard of $5M average annual gross receipts. Full and open
competition is anticipated; however, the Government reserves the right
to make this acquisition a small business set-aside or an 8(a)
set-aside based upon responses to this notice. Requests for draft RFP

ombudsman by the AFDTC Commander to hear offeror's or potential
offeror's confidential concerns, if any, regarding this acquisition.
The ombudsman's purpose is not to replace the technical staff or
contracting officer but to serve as an honest broker and communicate
any contractor concerns, issues, and disagreements to the appropriate
Government personnel. The ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could be satisfactorily resolved at that level. See Numbered Note
