The NOAA/National Marine Fisheries Service (NMFS) requires legal review/assistance of a proposed land trade between the NMFS and the City and Borough of Juneau, Alaska. Vendor will provide all legal assistance necessary to evaluate threat of legal action for the project at a particular site in the area and determine alternative or preemptive actions to mitigate legal action. NMFS has identified a law firm which qualifications and experience in the area. Interested firms responding to this notice must indicate qualifications and experience with the National Environmental Policy Act (NEPA), local Native issues in the area (National Historic Presevation Act, Alaska national Interest Land Conservation Act, American Indian Religious Freedom Act, Native American Graves Protection and Repatriation Act), neighborhood issues in the area, and land trade issues with the local government. Further, reviews under resultant contract must be completed by 1/98. All sources responding to this notice must indicate qualifications and experience in these areas or request for the solicitation will not be honored. This is a simplified acquistion with an estimated value of less than $100,000. All responsible sources may submit a proposal which shall be considered by the agency. (0195)
