Contract period is estimated to be 12/1/97 through 11/31/98 with 4 one-year option periods. Current contractor: C&D Enterprises, Inc., at a monthly price of $26,227.68. This acquisition shall be procured using two-step sealed bidding procedures; step- one being the Request for Proposals (RFP), and step-two being the Invitation for Bids (IFB). The technical evaluation factors are as follows: 1) specialized experience, 2) past performance, 3) qualifications of key personnel, 4) management approach, 5) management controls, 6) plan of operation, 7) quality control, 8) required licenses, 9) uniforms and equipment. Evaluation factors 1, 2, 3, and 8 shall be submitted as a written proposal; and factors 4, 5, 6, 7, and 9 shall be presented as an oral proposal. Only those offerors whose proposals are determined to be acceptable will be invited to participate in step-two of the procedure. No pricing data shall be included in step-one.
