BEDNAR (717) 895-6369 Tobyhanna Army Depot intends to negotiate on a sole source basis with Allied Signal Inc., Communications Systems, Baltimore, MD for an on-site maintenance training course, documentation, testing plans and data for the Embeddable KG-84 COMSEC Module, KIV-7 and KIV-7HS. The Contractor is required to provide all necessary units for practical exercise and all ancillary equipment for proper operation of Government owned test equipment. Allied Signal is the only known source who is capable of providing the required training and data. Allied Signal is the original manufacturer of the KIV, has all the requisite knowledge and skills and maintains all rights and data for the system. The government has no competitive technical specification available for the equipment or for the required training and data for this procurement.
