This solicitation is being issued as a Request for Quotation (RFQ) #70354, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) #90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) FAR Part 13.6 Test Program. This is 100% Set-Aside for Small Businesses. The Standard Industrial Classification (SIC) Code is 3569, and the business size is 500 employees. This will be a Firm-Fixed Price Contract. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Ideal Products, Inc., 700 Loudon Avenue, Lexington, KY 40505 for 475 Percussion-actuated Non-electric (PAN) Disrupter. The objective of this contract is to obtain reliable, versatile, economical and safe to use specialized tools called "disrupters" to be used against improvised explosive devises (IED). This purchase is being done on a sole source basis because this is the only company known that manufacturers a PAN disrupter with a 24" barrel. The 24" barrel length is required for production of optimum water column velocities which are consistent with test parameters for maximum disruption of improvised explosive devices. All responsible sources may submit a quote which shall be considered by the agency. Solicitation package issue date is 7/23/97 and proposals are due 8/7/97.
