Cascades Support Office, is seeking qualified professionals to produce
a Historic Resource Study (HRS) for the Seattle unit of Klondike Gold
Rush National Historical Park (the park). The park is located in
Pioneer Square, a National Register historic district, in the Union
Trust Annex, a leased space in a privately-owned, restored historic
building. The building houses the park's administrative offices,
museum, auditorium, library, classroom, and curatorial storage area.
Contractor shall prepare a comprehensive account of the human and
physical history of the area during the historic period of the Klondike
Gold Rush (1889-1909) and discuss all cultural resources associated
with the gold rush within the historic city limits of Seattle, circa
1909, and their related historic themes within a framework of historic
context statements. Areas of significance and resources associated
with these themes shall include but not be limited to: settlement and
growth of Seattle prior to the gold rush; development of transportation
links to Alaska, the Yukon, and within Seattle proper; economic and
development activities related to the gold rush; ramifications of the
rush to Seattle's political, social, and economic base; and the general
impact of the rush on other communities in Puget Sound, Western
Washington, Western Oregon, and British Columbia. The contractor shall
identify and evaluate any undocumented National Register eligible
properties within the Seattle city limits that relates to the city's
activities during the gold rush. The extant, above-ground cultural
properties located in Seattle shall be identified, mapped, and
evaluated against National Register criteria. This information will be
supplied to the appropriate local groups or agencies for them to
prepare a National Register nomination as appropriate. Over a period of
one year (12 months), the contractor shall produce a clearly written,
comprehensive history that identifies and evaluates the historic events
and activities that occurred in and around the park that are associated
with the Klondike gold rush. The contractor shall plan, research,
evaluate, synthesize, and present relevant historical data using both
primary and secondary source materials from local, state, provincial,
and federal government records in archives and libraries. The
contractor shall present all findings and analysis in a clear thematic
and chronological organization that is written for both the
professional and layperson. The contractor will identify and evaluate
the National Register eligibility of all extant historic resources
within the city of Seattle associated with the above themes or
yet-to-be-identified themes that have not already been listed on the
National Register. The manuscript will include footnotes or endnotes
and annotated bibliography, historic and present-day views of historic
resources, historical base maps that show how Seattle's political
borders and physical features changed between 1889 and 1909, appendices
(as appropriate), and a detailed index, all following NPS-28 (Cultural
Resources Management Guideline) and the Chicago Manual of Style. The
manuscript shall be a self-contained monograph with illustrations
(photographs, maps, diagrams) that highlight the narrative and
illustrate significant events, activities, individuals, and cultural
resources, both extant and non-extant. The contractor shall also locate
and identify any deficiencies that exist in the research materials and
data as it pertains to the resources. The Standard Industrial Code
Classification for this procurement is 8733 and the size standard is
