Center Weapons Division, China Lake, CA, 93555-6100, plans to procure
on an other than full and open competition basis from Anteon,
Corporation, 3211 Jerman Town Road, Fairfax, VA 22030, Management
Information System Support. The work consists of the creation of
computer modules for the Division Resource Interactive Planning System
(DRIPS) and the development of computer software mechanisms to capture
information and estimations for the Naval Air Systems Command. The
contractor will evaluate leading edge technologies, explore the
feasibility of alternatives, and develop new and enhanced software. The
period of performance for the resulting contract will be one year,
beginning 1 Oct 97 through 30 Sep 98, with options for three additional
years: 1 Oct 98 through 30 Sep 99; 1 Oct 99 through 30 Sep 2000; and 1
Oct 2000 through 30 Sep 2001. The task requires knowledge and
experience not only in designing, deploying, and supporting relational
database management systems in general, but also specifically requires
experience interfacing multiple legacy environments ranging from
UNIVAC/Sperry 1100X mainframes, UNIX workstation servers, and desktop
servers operating in a client-server/multi-platform client application.
Anteon Corporation has been providing support on this requirement since
it was begun two years ago and has developed the broad knowledge of the
NAWCWPNS computing environment, including networking and has mastered
the various generations of programming languages the systems interfaces
are written in. The 4th Dimension experience that Anteon provides is
critical to this requirement because schedule and resource limitations
prohibit conversion of the legacy production systems to other RDMBS
environments. Responsible firms believing they can provide the above

without compromising the quality, accuracy, periodicity, and
reliability of the data or without causing programmatic hardship to the
