E -- REQUEST FOR LETTERS OF INTEREST FOR INDUSTRIAL WASTEWATER UTILITY SYSTEM PRIVATIZATION DUE 072197 POC Mr. Gary Craft 210/377-3085, ext. 276 THIS IS AN UPDATE TO AN ANNOUNCEMENT ORIGINALLY POSTED ON 2 JULY 1997. Sources are sought by CH2M HILL, Inc., under its contract with the United States Air Force Civil Engineer Support Agency (AFCESA), to express interest in the purchase or long term lease of the wastewater utility system at Scott Air Force Base, Illinois. Under the referenced contract, CH2M HILL is performing a feasibility analysis for the privatization of the wastewater utility system. As a part of the feasibility study, CH2M HILL is seeking Letters of Interest and non-binding business concept proposals from sources interested in privatizing the utility system. The wastewater utility system currently consists of a 3 MGD treatment plant, 14 lift stations, approximately 60 miles of collection pipelines, 20 oil water separators, and all other associated equipment, structures, and facilities. Planned expansion includes service to a new 700 unit base housing development. Parties interested in submitting a non-binding proposal or learning more should submit a Letter of Interest to the above address. Letters of Interest should include a company profile and experience statement demonstrating experience in owning and/or operating this type of utility system. In addition, parties expressing interest in submitting a non-binding proposal will be provided with additional detailed technical information regarding this specific utility system. No operating cost data will be provided. There will be a site tour of the WWTP conducted at 8:00 am, July 30, 1997. The tour will begin at the 932 AW Auditorium, Building 3650, Scott AFB.
