M -- LAUNCH BASE SUPPORT SERVICES POC Tammy Burlein, (407) 853-5033 The 45th Space Wing proposes to extend the Launch Base Support (LBS) services contract at Cape Canaveral Air Station for the period of one year (1 Oct 97-30 Sep 98) by award of a negotiated modification with the incumbent, Johnson Controls World Services, Inc. The purpose of the extension is to permit the Air Force and NASA sufficient time to solicit and evaluate competitive proposals for award of a single contract to provide base support for Patrick AFB, Cape Canaveral Air Station, and Kennedy Space Center. Services provided by the existing LBS contract include support management and control, operations safety, fire protection services, security services, facilities support, disaster preparedness, ordnance services, environmental support services, vehicle and equipment maintenance services, flight operations, fitness and sports services, and general mission support. The proposed contract extension will be a one-year basic period with NO option years. Contract type of cost-plus-award-fee is contemplated. The applicable SIC code and size standard are 8744/$20M. Firms who propose an alternate method of providing necessary support for the period 1 Oct 97-30 Sep 98 MUST provide the following information: (1) state whether they are a small or large business based on the size standard above; (2) indicate if a small disadvantaged or woman-owned business, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI); (3) provide experience in the form of an outline of relevant experience, including contract numbers, description of work and point of contact; (4) provide input on the benefits and detriments of a one-year LBS contract; and (5) address the feasibility of a competitively awarded one-year LBS contract from a management, technical and cost standpoint, as well as the time available to submit a proposal and conduct the competition.
