Precision Strike System Program Office (WMG), Contracting Directorate
(WMGK), Aeronautical System Center (ASC), Air Force Material Command
(AFMC), Eglin AFB FL plans an acquisition of approximately 6,000 to
9,000 DSU-33B/B proximity sensor units (P/N TBD) for the Navy
inventory. The DSU-33B/B proximity sensor (end item) will be classified
"Confidential". The sensors shall provide a doppler radar proximity
function for General Purpose (GP) bombs, such as the M117 and MK 80
series, in both high and low drag configurations, and for JDAM weapons.
These bombs will have fuze systems, such as the FMU-139/B, FMU-139A/B
and FMU-152/B capable of initiating the sensor via the FZU-48, FZU-55/B
or the Fuze Function Control Set (FFCS) and accepting the sensor f~ire
pulse for bomb detonation. The sensor shall be qualified (certifiable)
for use on the following aircraft and each of their series: Marine
AV-8, Navy/Marine FA-18, and Air Force A-10, F-15, F-16, F-22, F-111,
B-1, and B-52. Any additional costs to qualify the DSU-33B/B required
by the Contractor or Government will be included into the contract
evaluation process for determining the total procurement cost. The
first delivery of this non-developmental item will be required 8-14
months after contract award which is anticipated for Apr 98. A complete
DSU-33B/B reprocurement Technical Data Package (TDP) is not available.
At the present, the baseline DSU-33A/B TDP is being updated/modified
by Motorola, Inc., of Scottsdale, Arizona. The update/mod is to satisfy
JDAM operational requirements and improve producibility. The DSU-33A/B
approved system specification, an authenticated drawing package, and
a description of the updates/mods are available for informational
purposes by contacting the Contracting Officer or the Contract
Specialist shown below. This synopsis is not a Request for Proposal
(RFP) or an Invitation for Bid (IFB) and is not to be construed as a
commitment by the Government. All responses to this synopsis shall be
evaluated in the following areas: (1) Demonstrated technical knowledge
of the radio frequency proximity sensor production processes, and
interface requirements in General Purpose (GP) bombs and related U.S.
Navy and Air Force aircraft; (2) Adequate production facilities and
production capabilities to produce and assemble proximity sensor
hardware; (3) Ability to perform acceptance tests of the proximity
hardware in accordance with Contractor developed and Government
approved plan; and (4) Ability to deliver qualified hardware in
accordance with production schedule. Acquisition will be oriented
toward a purchase of 6,000-9,000 units in an estimated price range not
to exceed $12M (cost also includes any qualification/certification
testing and facilitization, as required, by the Contractor or
Government) and postured toward a "buy to budget" or "variation in
quantity" pricing methodology. Responses to this synopsis should be
received within 30 days of the publication date and must state whether
the potential source is a small business concern IAWFAR 52.219-1 (SIC
Code/Size Standard is 3489/500 employees). The Air Force reserves the
right to consider a small business set-aside based on the responses
submitted. Responding firms must have a secret level security clearance
and be export controlled certified, IAW DoD 5230.25. Export control

Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
