NAVSEA 02222, Contracting Officer, (703) 602-3102. The Naval Sea
Systems Command intends to procure two steel hulled d Barracks Craft
(Small), APLs 63 and 64. The APL craft is a non-self propelled,
semi-permanently moored, floating facility, capable of providing
berthing for 230 personnel (duty crew), messing for 1130 (entire crew),
and support for these personnel during a ship repair or overhaul
period. Compartmentation and layout must support a dual gender crew.
The APL craft will usually be employed in or near U.S. Navy and
civilian shore facilities, and will depend on shore supply for all
utility services. It will be capable of being towed, unmanned, in
open-ocean and coastal environments. The APL craft shall have the
following not-to-exceed characteristics: length-82 meters; draft-2.75
meters; beam-21 meters. The craft shall be of welded steel hull
construction with inner bottom tanks, ship-shaped bow, and a raked
stern with watertight skegs. The craft shall have a service life of
forty (40) years. The successful offeror will design the craft based on
a performance specification, and may propose new construction or
conversion of existing craft. The APL craft will be certified and
classed by ABS. The procurement will be unrestricted, and will be
awarded based on best value. Technical proposals and performance and
payment bonds will be required. Delivery of the two craft is required
at 24 months after contract award (MAC) and 28 MAC. This will be a FAR
Part 12 (Acquisition of Commercial Items) procurement. This
solicitation will be available on NAVSEA 02's World Wide Web home page
