This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Proposals are being requested and a written solicitation will not be issued. Responses should reference Request for Proposal No. DE-RP04-97AL76676. This synopsis/solicitation document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 90-46. This is a Small Business Set-Aside. The recommended Standard Industrial Classification Code (SIC) for this procurement is 3537 with a corresponding size standard of 750 employees. Firms responding should indicate whether or not they are small business, small women-owned business, small disadvantaged business, or 8(a) business, in accordance with the referenced SIC Code. The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure, under full and open competition, a quantity of 2 Forklifts of at least 6,000 lb. capacity @ 24" load center; 168" standard mast, 119" overall lowered mast height; 4 speeds forward and reverse/full syncromesh; 5.7" free lift; 75 horsepower; diesel-powered engine, clutch-cutout bottom, hand/foot throttles; strobe light; 72" long x 5" wide x 1.75" thick tapered forks; adjustable (in and out as well as right to left from the driver's seat) extra-long forks; hydraulic controls only (no chains, cables, or belts); 4 speed, power-shuttle transmission; 15x19.5 -- 8 to 12 ply rating drive tires, 12x16.5 8 to 12 ply rating steer tires; safety cage; "slow-moving vehicle" sign on rear; and four-wheel drive with capability to drive on unpaved and uneven surfaces such as dirt, gravel and unimproved surfaces. OPTIONS: pintle hitch (rear), back-up alarm, block heater, sideshifting carriage with fork positioner, 4-cylinder, 2 rear flood lights, 2 front flood lights. Only those vendors who can furnish the two forklifts as described herein,without options, will be considered; no substitute items will be accepted. Options may be priced separately for consideration. FOB point is Destination and delivery is required within 30 days after Contract award. Acceptance point is the DOE-AL, Pennsylvania & K Streets, Building 20397, Kirtland AFB-East, ATTN: TSD 97AL76676, Albuquerque, NM 87116. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial, and FAR 52-212-2, Evaluation -- Commercial Items, apply to this acquisition. Proposals will be evaluated on the basis of lowest overall price. Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer.
