Sherman (SEA 0254K) (703) 602-7900 extension 567 The Naval Sea Sytems Command (NAVSEA) intends to negotiate a firm m fixed price contract with Raytheon E-Systems, Goleta Division, One South Los Carneros, Goleta, CA 93117-5597 for the restoration of five (5) AN/SLQ-32(V)2 Countermeasure Sets with options for an additional four (4) systems. The effort involves the restoration of units moved from fleet usage to a "like new" manufacturer's appearance and specifications, including upgrade to the current baseline configuration. Raytheon will build and incorporate approved ECPs and upgrades into Government furnished AN/SLQ-32(V)s provided by NSWC Crane which will complete depot-level type activities (i.e. refurbishment, etc.). Authority for other than full and open competition is 10 U.S.C. 2304(c)(1). Raytheon E-Systems is the sole manufacturer of the AN/SLQ-32(V) and is the only company which possesses the knowledge, expertise, tooling, testing facilities and equipment necessary to perform the the tasks described. No other source has the technical qualifications and necessary resources to perform the tasks described herein, nor will any other supplies or services satisfy the Navy's requirements.
