This is a notice of intent to negotiate with Information Handling Service, 15 Inverness Way E, Englewood, CO 80112 on an other than full and open competitive basis to purchase maintenance on Software Subscription. It is imperative to maintain continuity maintanance with CD11 PNET of complete networking 1-5 simultation users consisting of the following: MSPS Database, FKRA Database, EEOC Database, COM GEM Database (2 ea), Class Qual Database, FPM W/Agency supple. Database, and Travel Regulations Database. Unique and proprietary software developed by the contractor permits retrieval of data by browse, subject, subject term, keyword, document number, section and paragraph numbers, and boolen search features such as word adjacency result in improved productivity. This contractor has been the only organization that provides this data and these features on CD-ROM. CD-ROMs meet this office's requirement by providing on-site access via existing personnal computers without the need to access remote sites. The goverment intents to negotiate on a sole source basis with Information Handling Services to ensure the capability to manage other imminent and future software subscription.
