202-260-6213 The Environmental Protection Agency (EPA) intends to
negotiate a sole source contract with SAS Institute, Cary, NC. The
anticipated contract will contain a base period and six one-year option
periods totaling eighty four months and will contain provisions for the
renewal and acquisition of new SAS licenses for additional SAS
components or future additions to the existing EPA's computing hardware
base. EPA's requires an Agency-wide multi-platform license for SAS
source-code-compatible software. EPA currently uses SAS software for
its data access, management, statistical and graphical analysis
requirements. Currently, EPA has 25 SAS software products (e.g., BASE
SAS, SAS GRAPH, FSP, IML, AF, OR, ETS, SHARE, AccADABAS, INSIGHT,
AccS2000, CALC, C, EIS, and Assist ) installed on various platforms
such as IBM 9021-9x2 OS/390 mainframe, DEC VAX, HP, SUN, and IBM Unix,
Windows, Windows NT, OS/2, and Macintosh. EPA has a number of
mission-critical applications which rely on SAS code and a substantial
amount of mission-critical data in SAS format. SAS software is the
established Agency-standard software for EPA's data analysis
requirements, and EPA does not use any other software for its advanced
statistical analysis and data management requirements. EPA requires
SAS source-code-compatible software which can be run off all of the
above platforms and provide the following functionality: 1) serves as
an integrated tool for complex statistical analysis, interactive
applications development, menu-driven user interfaces, multi-platform
financial analysis, client/server processing, development of executive
information systems, full-screen data entry, editing, and querying,
and color graphics capabilities; 2) provides flexible tools for reading
data in non-standard input formats; 3) includes interfaces to various
DBMS software used in the EPA including DB2, ORACLE, and System 2000;
4) provides a comprehensive programming language and supports the use
of other 3GL and 4GL programs; 5) provides for the portability of
applications developed on one platform to all other platforms listed
above, without significant modification; 6) provides Internet/intranet
access from commercial WWW browsers to EPA data residing on all
platforms listed above; 7) provides the ability for remote WWW users to
use EPA-SAS applications using commercial WWW browsers; 8) must be
commercially available off-the-shelf product with extensive
documentation, technical support and established nationwide training
curriculum. EPA is not aware of any SAS-source-code compatible software
offering equivalent functionality that will allow EPA to use and build
upon the extensive set of mission-critical data and applications
residing on the various platforms listed above. Therefore, EPA intends
to make a sole-source award to SAS Institute. Interested vendors who
have SAS-source-code-compatible software that meets the functional
requirements stated above must submit documentation supporting their
claimed capability. Vendors' response shall include information on
proposedproduct(s) including literature, brochures, and other
documentation which clearly supports the product's ability to meet each
of the requirements stated above. The intent of this sources sought
synopsis is to determine if any other source(s) exist, therefore, no
RFP is available. Consequently, any responses failing to provide the
aforementioned data but instead choosing to merely submit their routine
letter requesting a copy of the RFP will be ignored. Written responses
must be received on or before August 5, 1997. Responses shall be
