AWARDING TRANSITION POLITICAL GRANTS OVERSEAS SOL OTI/PTG/DRAFT DUE

issuing a draft solicitation for a Performance Based Indefinite
Quantity contract utilizing Cost Plus Incentive task orders for on-call
on-site procurement services to provide 1) in-kind commodities,
technical services or cash grants to partners implementing Political
Transition Grants (PTG), and 2) to procure and deliver supplies and
equipment necessary to operationalize field offices. The Office of
Transition Initiatives (OTI) requires the implementation of the
procurement(s) and delivery under extremely short time frames to
facilitate their start-up operations in countries going through
political transition. The awardee shall provide technical support and
assistance services to meet these objectives. The Standard Industrial
Code (SIC) is 8999 and the small business size standard is $5,0000,000.
The contract period will be for a base year and four one year option
periods. Questions and comments should be forwarded to contact name in

conference shall be conducted on August 5, 1997 at the Arlington Temple
located at 1835 N. Nash St., Arlington, Va. 22209 from 10:00 a.m. to
