Reference Section D "PROPOSAL PREPARATION INSTRUCTIONS", (3) "Technical Proposal". Delete the sentence "The technical proposal for the specific research order shall include a Statement of Work (SOW) detailing the technical tasks proposed to be accomplished under the proposed effort and shall be suitable for contract incorporation." Replace with "The technical proposal for each research order shall discuss the nature and technical approach for the proposed effort including technical tasks proposed to be accomplished."
