National Institute of Child Health and Human Development (NICHD) plans
to award a new contract to the National Academy of Sciences, 2101
Constitution Avenue, Washington, DC 20418 for the continued analysis of
a comparative study of the interaction of population change with
land-use patterns and environmental changes. The study has been
proceeding for two years in five sites located nationally and
internationally. The NICHD is planning to further participate in the
study with funding for the addition of a larger demographic component
focusing on population and land-use relationships in southern Florida
and the Everglades. The Florida findings will be compared with those at
the other five case study sites. The determination to use other than
full and open competition was made in accordance with 41 USC 253(c)(1),
the FAR 5.207(c), and the FAR 6.302-1. The present contractor has been
involved in all aspects of the project including development of the
protocols, procedures and analyses. The current contractor is the only
source known with the requisite knowledge and expertise who can
perform the work needed to continue and complete the data collection,
