Surface Warfare Center, Dahlgren Division (NSWCDD) is soliciting under
this Broad Agency Announcement (BAA) research and development proposals
of a Concentric Canister Launcher with a restrained firing capability
during the launching of all Navy missiles. Proposals shall address new
technologies which will provide greater flexibility, reduced manpower,
reduced size and weight, reduced maintenance, and reduced cost than
existing technologies. Research and development proposals shall address
the foregoing areas from a variety of perspectives such as exploration
of new concepts, tools and techniques in modeling and simulation,
feasibility of analysis, etc., as well as proof of principle and
concept demonstrations. Offerors shall submit white papers summarizing
each proposed concept, and a rough order of magnitude to obtain a
preliminary indication of potential NSWCDD interest. Each white paper
shall state how the proposed effort relates to the objectives of this
BAA, will increase scientific knowledge, advance the state of the art,
and determine and exploit the potential scientific discoveries or
improvements in technology, materials, processes, methods, devices, or
techniques. Offerors may be requested to submit in-depth proposal(s)
should NSWCDD deem the white paper of scientific and technical merit.
The offerors shall demonstrate an understanding of the research effort
proposed and support the experience and qualifications of the
principle project personnel through resume submission and/or the
institution or corporation submitting the proposal. All interested
parties shall submit an unclassified white paper outlining their
technical approach and experience in providing a solution to this BAA
along with a Rough Order of Magnitude (Cost). All proprietary portions
of the white paper shall be clearly identified and will be treated in
the strictest confidence. White paper shall be submitted in an
original and four copies to Naval Surface Warfare Center, Dahlgren
Division, Attn: Janice S. Williams, Code SD118, 17320 Dahlgren Road,
Dahlgren, VA 22448-5100. White papers shall reference Broad Agency
Announcement No. N00178-97-Q-1136. Offerors interested in multiple
subject areas shall submit a separate white paper for each area. A
white paper that covers more than one area will not be considered.
White papers will be reviewed and formal technical and cost proposals
may be requested from sources whose approaches have been selected for
further consideration. An invitation to submit a proposal does not
assure subsequent contract award. Formal Cost and Technical Proposals
may be required approximately three weeks after notification that
NSWCDD has decided to pursue the offeror's approach as identified in
their white paper submission. Proposals will be evaluated using the
following criteria: (A) Scientific and Technical Merit; (B) Potential
Contribution and significance to a restrained firing of a Concentric
Canister Launcher; (C) Offeror's capabilities, related experience,
facilities, techniques, or unique combinations thereof that are
integral factors for achieving the desired program goals; (D)
Qualifications, capabilities, and experience of the proposed principal
personnel who are key to program success, and (E) Past Performance.
Awards are contingent upon Funding Availability. Not all proposals
deemed selectable will be funded. Decisions to fund selectable
proposals will be based on funding availability, scientific and
technical merit, and potential contribution and relevance to the
effort. The Government reserves the right to award on all, some or none
of the proposals received and to fund all or part of the efforts
presented in a proposal. Multiple awards are anticipated. Offerors
shall identify proposed contract type in their white paper submission.
This notice constitutes a BAA for NSWCDD as authorized by FAR
6.102(d)(2). Although no portion of this announcement is set aside for
HBCU/MI participation, proposals are invited from all sources. This
BAA should not be construed as commitment or authorization to incur
costs in anticipation of a resultant contract. Information provided
herein is subject to modification and in no way binds the Government to
