The National Oceanic and Atmospheric Administration, National Marine Fisheries Service has a requirement for services to provide a study to identify and assess technologies in automated telephone account access systems for potential use and applicability in Northeast regional fishery management programs. The contractor will be required to conduct a written "needs assessment" to detemrine fishing industry, fishery management council and government requirements for a days at sea (DAS) telephone account access data management system; prepare a comprehensive, written "market analysis" describing potentially available technologies, systems, features, prices and options of appropriate telephone account access systems; recommend and rank technologies appropriate to NMFS, including sources, systems and features; describe positive and negative attributes of the technology in relation to data management capabilities, evidentiary sufficiency, security, cost and customer convenience; and, select and oversee a demonstration of the most optimal system. The period of performance will be from the date of award through 12 months thereafter. Anticipated issue date of the solicitation is August 1, 1997 and the anticipated closing date is August 30, 1997. All offers submitted by responsible offerors will be considered by the agency.
