The National Oceanic and Atmospheric Administration, National Marine Fisheries Service has a requirement for services to provide a study to identify and assess technologies in automated telephone account access systems for potential use and applicability in Northeast regional fishery management programs. The contractor will be required to conduct a written "needs assessment" to detemrine fishing industry, fishery management council and government requirements for a days at sea (DAS) telephone account access data management system; prepare a comprehensive, written "market analysis" describing potentially available technologies, systems, features, prices and options of appropriate telephone account access systems; recommend and rank technologies appropriate to NMFS, including sources, systems and features; describe positive and negative attributes of the technology in relation to data management capabilities, evidentiary sufficiency, security, cost and customer convenience; and, select and oversee a demonstration of the most optimal system. The period of performance will be from the date of award through 12 months thereafter.
