PHOTOGRAMMETRIC MAPPING SERVICES ON VARIOUS PROJECTS ASSIGNED TO TULSA

CONTRACT INFORMATION: Not more than two Indefinite Delivery Contracts
will be awarded for Photogrammetric Mapping Services which are
generally within, but not limited to, Tulsa District boundaries. This
is not a request for a proposal and there is no bid package.
Contractors will be selected for negotiations based on their
qualifications submitted in accordance with this announcement. This
procurement is unrestricted. The first contract is anticipated to be
awarded in October 1997. Each contract is for a base year and up to two
option years with a total contract amount not to exceed $3,000,000. The
dollar limit per task order is $1,000,000. Should the cumulative
contract amount reach $1,000,000 prior to passage of 365 calendar days,
the option for the second and/or third year and an additional
$1,000,000 of work and services may be exercised. The minimum award
under this contract is $20,000 in the base year or $10,000 in an option
year. If a large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the work it intends to subcontract. For your
information, the subcontracting goals for Tulsa District are 65% for
small business, 10% for small disadvantaged business, and 5% for
woman-owned business. A plan is not required with the submittal of
qualifications. 2. PROJECT INFORMATION: Work under this contract can
include, but not be limited to, any or all of this following:
horizontal control networks for establishing grid coordinate systems,
ground control for developing photogrammetric maps, topographic mapping
using total station or GPS concept, detailed planimetric surveys, land
boundary surveys, profile and cross section surveys, and road surveys.
Geographic Information System (GIS) services required under this
contract may include: creation, implementation, and management of
databases. Firms shall be fully capable of furnishing survey data in
graphic and ASCII files directly readable to Intergraph Corporation
graphic systems. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria in descending order of
importance are: a. Qualified professional personnel in the following
areas: Two or more certified photogrammetrists on staff and included in
resumes of key personnel together with documentation of disciplines
experienced with use of CADD and GIS equipment. Land boundary surveys
require direct supervision by a licensed surveyor registered in the
state where the work is to be performed. Names and qualifications of
Registered Land Surveyors must be fully documented. Most of the work
will be located in Arkansas, Kansas, Oklahoma, and Texas. b. Past
performance on DoD and other contracts with respect to cost control,
quality of work, and compliance with delivery schedules. c. Specialized
experience and technical competence showing the ability to accomplish
the following: (1) obtain precision aerial photography, perform
horizontal and vertical surveys, and produce digital photogrammetric
maps at various scales; (2) create geographic information system
databases, digital raster scan files, *.DGN files and drafting services
set to tri-service GIS/Spatial data standards capable of being loaded
directly to the Corps' Intergraph Corporation computer graphics system
and/or ESRI (Arc Info) system; (3) produce analytical
aerotriangulation and DTM contouring with Intergraph.TTN FILES OR
ASCII.RAN and ASCII.BRK files for producing .TTN files using Intergraph
packages to create 2D & 3D files. d. Sufficient capacity to respond
quickly, mobilize qualified personnel, and produce quality results
under short deadline constraints; e. Volume of DoD contract awards in
the past 12 months as described in Note 24. f. Location of the firm in
and knowledge of the general geographical area of the projects. g.
In-house capabilities will weigh more heavily than subcontracted work.
4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal
requirements. Interested firms having the capabilities and
qualifications to perform this work must submit one copy of SF 255 (and
a SF 254 for the prime firm and all consultants) to the above address
no later than 4:30 p.m. on 18 Aug 97. Solicitation packages are not
provided. This is not a request for proposal. The SF255 should
specifically address the requirements of this announcement. A full list
of equipment must be submitted with response including serial numbers,
types and capabilities of aircraft, cameras, analytical and softcoy
stereo plotters, digital orthophoto equipment, photo lab equipment,
appropriate surveying equipment, and a complete breakdown of
computer/CADD support equipment including CADD and GIS graphic
equipment, software, translators to provide files for compilation of
data, and types of data storage such as high density floppy disk,
compact disk (CD ROM), etc. The aerial mapping camera shall have
forward motion compensation and GPS capabilities for determining
accurate photo centers, based on project control datum, to perform
mapping that will meet ASPRS standards. The aerial mapping camera shall
also have a current camera calibration report by the National Bureau of
Standards or an agency making calibration of equal accuracy. Responding
firms are requested to clearly identify those tasks to be performed
in-house and at what office. Responding firms are requested to identify
all computer capabilities in Block 10 of their SF 255. Also in Block 10
of the SF 255 describe the firm's quality control plan, including
coordination with subcontractors. Cover letters and extraneous material
are not desired and will not be considered. Personal visits to discuss
