rroda@spacecom.af.mil. Peterson AFB has an urgent requirement (FAR
Part 6.302-2) to repair the boilers at Clear AS, AK which is 80 miles
south of Fairbanks. This will be an unrestricted procurement under FAR
Part 12, Acquisition of Commercial Items. The work consists of
retubing three coal fired boilers and repairing the shell of one of the
three boilers. The boilers were constructed in 1959 by Erie City Iron
Works and erected by Becthel Corporation. They are stoker/grate coal
fired boilers and have a capacity of 100,000 pounds per hour of 620
PSIG, 820 degree F steam. Following are identification numbers: Boiler
1, Serial No 95831, National Board No 16204; Boiler 2, Serial No
95833, National Board No 16205; and Boiler 3, Serial No 95834, National
Board No 16206. The request for proposal is expected to be released on
18 Jul 97, site visit is scheduled for 24 Jul 97 at Clear AS, AK.
Proposals are due at Peterson AFB CO on 29 Jul 97 with contract award
anticipated on 4 Aug 97. Award will be made to the offeror who can best
satisfy the objectives and requirements set forth in the solicitation
in a manner most advantageous to the Government (best value). Each
offeror's proposal will be evaluated on the following criteria;
Experience (past performance), repair approach, schedule acceleration
and cost. The first three criteria are considered to be equal in
importance, with price being less important. Offerors must meet the
following experience (past performance) criteria; To be eligible for
award the offeror must have proven experience in the satisfactory
repair and retubing of at least seven water tube boilers of this size
and operating characteristics in the past five years. At least two of
the repairs shall have been within the last two years. Document and
