Investigative services to be performed under contract to verify
claimants' U.S. residency for the purpose of establishing eligibility
and continuing eligibility for receiving Supplemental Security Income
(SSI) benefits for the Social Security Administration (SSA). It is
anticipated that multiple awards will be made under this solicitation
for various service area zones along the Mexico-U.S. border in Texas
and New Mexico. Vendors may propose on any or all service area zones.
the service area zones are identified as follows: Zone 1 (includes
Brownsville, Texas; Harlingen, Texas; McAllen, Texas and the counties
of Cameron, Hildalgo, Stark and Willacy). Zone 2 (includes Laredo,
Texas and the counties of Webb and Zapata). Zone 3 (includes Eagle
Pass, Texas and Del Rio, Texas and the counties of Dimmit, Kinney,
Maverick and Val Verde). Zone 4 (includes that part of the county of
Presidio which is located within a 15-mile radius of the town of
Presidio. Zone 5 (includes El Paso, Texas and Las Cruces, New Mexico
and the texas counties of el Paso and Hudspeth and the New Mexico
counties of Dona Anna and Luna. SSA officials will notify the
contractor of the name and address of each residency verification
referral. The estimated number of referrals generated each month are as
follows: Zone 1 -- Brownsville/Harlingen: 45 McAllen: 150 Zone 2 --
Laredo: 75 Zone 3 -- Eagle Pass/Del Rio: 36 Zone 4 -- Presidio: 15 Zone
5 -- El Paso/Las Cruces: 135. Upon written request, the contractor
shall perform an unannounced onsite visit to the claimant's reported
address to vertify residency, contact one other disinterested person
who has first hand knowledge of individual's residence and submit a
written report documenting the results. The standard industrial
classification (SIC) code is 7381. This acquisition is 100 percent set
aside for small business participation. The period of performance
shall be one year from the date of award(s). It is estimated that a
solicitation will be issued on or about August 1, 1997 with proposals
due 25 days thereafter. All responsible sources may submit a
proposal(s) which shall be considered. Only written requests for the
RFP will be accepted. No telephone requests for solicitation will be
accepted. All requests must refer to the RFP number. Requests will be
honored on a first-come, first-served basis until supply is exhausted.

request. Failure to enclose labels may cause delay in receipt of the
