Request for Proposal for an OMB Circular, A-76 Cost Comparison study
for three operations on Malmstrom AFB, MT. The three operations are the
Base supply Function, The Civil Engineering Materiel Acquisition
Function and the LSS Materiel Control Function. Following are the
narratives of the three services that are within the A-76 Cost
Comparison Study. The narratives may not be all inclusive, but will
provide the information for you to make a reasonable assumption of the
services included. The Base Supply Function: 341st Supply Squadron is
currently responsible to the 341 Missile Wing for ensuring mission
capable resources are readily available to the wing and its tenant
units. Additionally, it performs research and records maintenance,
repair cycle support, and demand processing functions. The squadron is
responsible for operating an effective customer service center that
ensures timely processing of customer requests and inquiries. It
monitors repair of all base repairable assets. The organization manages
and controls over $44 million in material assets and is responsible for
the quality control of more than 16,500 stock numbers. Operates an
internal inspection program which helps provide customers reliable
product support. Ensures currency of assets with limited shelf life, to
include chemical assets. Manages assets refused by organizations that
ordered them; inspects assets entering the system for adequacy, and
ensures proper storage and care for stored items. Resolves customer
concerns and assembles needed administrative reports. In-processes and
out-processes material assets to include documentation and descrepancy
reports as required. Moves property to its on-base destination,
ensuring timeliness in doing so, and manages its own vehicle fleet.
Manages storage and issue of goods, maintains an accurate stock number
directory on a daily basis. Responsible for ordering, storing and
issue processing of, and tracking hazardous assets entering the base in
accordance with all applicable regulations. Included is a component of
the 341st Supply Squadron for the management of petroleum fuels to
support the Missile Wing. The fuels flight is responsible for
acquiring, storing and issuing fuels as necessary. Develops emergency
fuel support plans; it also conducts some internal training. This
component is responsible for quality control of, and reports as needed
for a fuels accornt. It works normal business hours, but has qualified
individuals on call. The 341st Supply Squadron is the base focal point
for equipment items maintained on authorized/in-use details. The
squadron is responsible for storage and accountability of all Chemical
Warfare Defense Equipment. It is also responsible for reviewing,
coordinating, validating, and processing all requirements and
requisitioning of on-base assets to include local purchase items.
Responsible for training supply personnel and on-base customers as
needed. Supply inventories are also conducted annually by the squadron
to ensure accurate account balances in support of the 341st Missile
Wing's mission. Existing facilities will be furnished. Base Supply
optimizes use of a local area network to process/distribute all
internal and some external reports. Second function under the study:
Civil Engineering Material Acquisition Function. The 341 Civil
Engineers Squadron, Materiel Acquisition Element provides logistics
manpower to acquire and manage the Civil Engineer tools and supplies
used in the day to day operation in support of Real Property
Maintenance. Functions include material acquisition, warehouse
management and the operation and management of the Civil Engineer
Supply Store and the base Self-Help Store and the base Self-Help Store.
Responsibilities include processing of requisitions, material
receiving/handling/storage: management of residual storage and holding
areas; monitoring of shop stock levels; tracking/status of materials;
management of the CE hazardous material program; management of the
appliance programs; provision of timely and effective customer service
and management of Due-In-For-Maintenance (DIFM) items. Materiel
Acquisition is co-located with the Contractor Operated Civil Engineer
Supply Store (COCESS. All computer programs relating to the Materiel
Acquisition function must be maintained with the highest integrity with
an extremely limited error rate. Government developed programs and
equipment will be utilized and all personnel using these
hardware/software programs must be highly trained and skilled in their
functions and interfaces. This area is responsible for the quality and
timeliness of computer products and reports it produces. Materiel
acquisition is responsible for training its customers on Civil
Engineering Material Acquisition Systems (CIMA'S) and insuring training
remains current. Management of the Self-Help store includes providing
personnel trained in materiel acquisition functions and computer
programs used by the Government. The Self-Help store provides drafting
and design support as well as technical expertise to customers
receiving materials in support of maintenance and repair or minor
construction project. Annual inventories are required to ensure mission
support. All in-place Government regulations will be followed. Existing
facilities will be furnished. The thire function under the study:
Logistic Support Squadron (LSS) Materiel Control Function. The 341st
Logistic Support Squadron (LSS) Materiel Control work center is
responsible tothe 341 Missile Maintenance squadron and the 341st LSS by
providing materiel support for their assigned workloads; maintaining
adequate stock levels; requisitioning, receiving, storing, issuing,
inspecting, disposing of, accounting for authorized supplies and acting
as supply liaison for the 341st Maintenance Squadron. It acts as supply
liason by processing national stock number (NSN) requests, non-NSN
parts requests and Contractor Operated Parts Store (COPARS) requests.
Maintains and updates the Frequently Used Item List (FUIL); verifies
Urgency of Need (UND) "A", "B" designator, investigates Mission Capable
(MICAP) requirements; conducts follow-up action by processing reject
management notices, reconciles UND"A", "B" and "C" requirements;
reconciles Work Orders Listing with the Maintenance Group Due-outs
(R31) Listing; initiates follow-ups generating supply assistance
letters, supply difficulty letters, and mission impact packages;
reconciles Daily Document Register (DO4); verifies MICAP status;
investigates cancelled requests; processes AF Form 1996, Adjust stock
levels. Monitors functional check program, Time Compliance Technical
Order (TCTO) and time change programs. Orders parts requested by the
Master Change Log (MCL) for Scheduling. Responsible for supply asset
control by maintaining on hand balance, issuing prepositioned supply
assets, receiving and documenting returned assets, while maintaining
supply point detail. Maintains Pending Scheduling Bin (PSB) by
receiving assets, processing bench stock or residue requests to be
stored in site bins, until issued to maintenance teams. Exercises
supply control by monitoring and issuing bench stock, XB3 and residue
items "over the counter". Conducts follow-up on parts not returned in
reasonable time. Requests excess exception codes as needed. Reconciles
and inventories semi-annual bench stock listing. Maintains holding
area for Initial Supply Stockage List (ISSL). Responsible for
reconciling the signed-out file, Parts Available File (PAF) with PSB.
Monitors the Due-in-From Maintenance (DIFM)program by maintaining the
DIFM suspense file, reconciling the Repair Cycle Asset Management List
(D23), and Turn Around Log. Also monitors the Quality Deficiency
Report (QDR) Program, Materiel Deficiency Report (MDR) program, the
Transportation Packing Order (TPO Program, and the Reusable Container
Program. Insures the timely processing of DIFM assets with Base Supply.
Exercises control of the Hazardous Materiel Program (HAZMAT) for the
341st LSS and MXS by receiving, storing, issuing, ordering, disposing
of HAZMAT. Provides Materiel Safety Data Sheets (MSDS), researches for
less hazardous materiel alternatives. Synopsis of this solicitation to
obtain offers for comparison purposes will not result in a contract if
Government performance is determined to be more advantageous. The
solicitation number affixed to the previous announcement was number
F24604 96 B0036. All Small Businesses that responded to F24604 96 B0036
or F24604 97 R0008 will be provided a copy of this solicitation number
F24604 97 R0008. This acquisition is a Small Business Set-Aside. All
responsible sources may submit a proposal which shall be considered by
the agency. Tentative date for issuance of the solicitation is 25 Aug
97 with a closing date of 10 Oct 97. Proposed contract award or
solicitation cancellation is anticipated about 16 February 1998, with
a contract start date of 16 May 98, if contract award is made. The
solicitation will include a forty-five (45) day phase-in period, a
basic period after phase in through 30 September 1998 and to include
four option periods of one year each from 1 October through 30
September for each period. Written requests for the solicitation will
ba accepted from Small Business. SIC code for this acquisition is 8744.
