Contracting Officer, (701)7232-3829 DESC: The Contractor shall furnish
all personnel, equipment, tools, materials, supervision and other items
and services necessary to install and maintain washers and dryers in
unaccompanied and temporary housing on Minot AFB, North Dakota. The
solicitation number is F32604-97-B0035. Period of Performance will be
1 Oct 97 through 30 Sep 98 plus four option years. This will be a
requirements contract. Estimated quantities will be 114 washers and 111
dryers. As shown in the bid schedule below, 22 of these machines will
be stacked as washer/dryer combos. Washers shall be heavy duty,
commercial type with adjustable water levels. Washers shall have
standard hot and cold water connections and be capable of operating on
a 110 volt, 20 amp circuit without overloading circuit under normal
operation. Washers shall have three cycles for normal, permanent press,
and delicate fabrics with three water temperature selections: cold,
warm and hot. Safety lid switch will preclude operation while door is
open. Dryers shall be electric 220 volt, with a 16 pound minimun dry
weight capacity and have three temperature ranges for all fabrics.
Dryers in stackable units shall be a minimum of 10 lb dry weight
capacity. Machines must contain a drying timer to be selected for
desired drying period of fabric. Machines must be shockproof and have
a safety switch to preclude operation while door is open. Exhaust vent
is four inches in diameter and maintained by Civil Engineers. All
equipment will meet specifications established by the U.S. Public
Health Federation and National Sanitation Foundation and/or military
authority having jurisdiction and is subject to insepection by medical
authority and fire prevention authority. The contractor is responsible
for installation of all equipment to existing electrical outlets and
water supply lines. Electrical outlet, plumbing, and dryer vents will
be provided and maintained by the governemnt. Installation will be in
accordance with local and national Plumbing and Electrical codes.
Connections to dryer vents will allow movement of dryers for the
purpose of cleaning behind them for fire prevention. Equipment wll be
new at the beginning of the contract, and will be installed in
accordance with manufacturers specifications and as approved by the
Contracting Officer. Operating instructions will be displayed on
machines or on a professionally printed sign. Machines will have some
kind of identification code permaanently marked, with code easily
accessible but not visiible, i.e. on inside of door. Contractor will
provide two log books for the reporting and status of equipment
malfunctions. One log will be maintained by 5 SVS and the other by 5
CES. The log books will be annotated upon repair of a machine or with
status if immediate reapair is not possible. A program of scheduled
preventative maintenance will be implemented to inlcude replacement of
worn, damaged or malfundtioning equipment. All repairs and
preventative maintanence will be accomplished within 72 hours of
service call being placed. There is no restriction on working hours. If
machines are not repairable on site a replacement must be installed to
ensure at least one washer and dryer are operational in each location
at all times. The contractor will be required to request escort
service for building 1085 only. There must be a contingency plan in the
event of failure of the machine, to insure no disruption of services.
Contractor shall be responsible for all transportation necessary to
comply with the contract. Any act of theft, vandalism, or apparent
willful damage discovered by the contractor, shall be reported
immediately to the Base Security Police Operations and to the
Contracting Officer. Losses resulting from such damaged, broken or
stolen equipment, will be absorbed by the contractor and should be
adequately covered by their normal business insurance policy. Any
injuries to personnel, caused by the operation of the equipment and due
to willful negligency of the Contractor, shall be treated as a normal
third party liability claim, and the Contractor shall hold the
governent harmless for the injuries or claims resulting therefrom.

year) and enter ESTIMATED 5 -- YEAR TOAL AMOUNT. Also included with
this bid is a cost bid for contractor relocation of any machine from
one building to another. This can be labeled as CLIN 0001AD-0005AD
RELOCATION OF MACHINES, Per Machine -- Cost per Unit. This is a
combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation proposals are being requested and a
written solicitation wil not be issued. This solicitation is issued as
an Invitation for Bid (IFB). Bid envelope is required to be marked
with IFB number and bid opening date and time. This procurement is
reserved for small business concerns, utiliizing the size standard in
FAR 19 under Standard Industrial Code 7359. A site visit is scheduled
for 1:00 p.m., 6 Aug at 211 Missile Ave, Minot AFB ND, Contracting
