of three 50,000 gallon each fuel aboveground storage tanks (AGST) at
Hood Army Airfield (HAAF) and two 50,000 gallon AGST at Robert Gray
Army Airfield (RGAAF). Work will include replacement of tanks; piping;
valves; and fuel pumps. A fire alarm system will also be added. (Work
does not include removal of existing underground storage tanks and
related piping). The plans and specifications have been placed on
Compact Disk (CD-ROM) and will be provided free of charge.
Specifications will not be provided in a printed paper hard copy
format. Notification of amendments shall be made through either 3.5"
diskette, CD ROM, and/or the Internet. The Government intends to issue
this solicitation through the use of CD ROM and the Internet. However,
the Government reserves the right to use only the Internet as
notification of any changes to this solicitation. It is therefore the
contractors responsibility to check the following address daily for any
posted changes to this solicitation. Contractors may view and/or
download this solicitation and all amendments from the Internet at the
following Internet address "http://ebs.swf.usace.army.mil". Estimated
Cost Range: $1,000,000 to $5,000,000. Solicitation to be issued on or
about 8 Aug 97. Bid opening on or about 9 Sep 97. Duration of contract
220 days. This is an unrestricted solicitation. Offers from all
qualified business concerns are solicited. If a large business firm
intends to submit a proposal, it must comply with FAR 52.219-9 clause
regarding the requirement for a subcontracting plan. The Fort Worth
District goals are as follows (expressed as a percentage of the
contractor's total planned subcontract amount): Small Business-55%;
Small Disadvantaged Business-8.5%; Woman-Owned Small Business-3%;
Historically Black Colleges & Universities/Minority Institutions (where
applicable)-5.5%. Offers from responsible sources will be considered.
SIC for this procurement is 1791, Small Business Size Standard is $7
