available on or about 29 July 1997. The proposed contract is
UNRESTRICTED. (IF THE PRIME CONTRACTOR IS A LARGE BUSINESS, A
SUBCONTRACTING PLAN WILL BE REQUIRED). The Standard Industrial Code
(SIC) is 1521 and the related Small Business Size Standard is $17
Million. The work includes the design and construction of housing, site
improvements, utility services, demolition and all other required
improvements, both on and off site. Construction will be accomplished
under the Design/Build (Turnkey) concept. The site for FY98 H-372 is
approximately 14.504 hectares (36 acres) total within the project
boundary and approximately 7.468 hectares (18 acres) within building
setback limits. All dwelling units shall be within the building limits
as indicated in the RFP. This project is composed of the following
dwelling unit types: 30 Units JEM-2BR, 70 Units JEM-3BR, 28 Units
JEM-4BR. The work also includes demolishing 128 existing family housing
units, utilities and pavement on a separate site, approximately 14.57
hectares (36 acres), within the limit indicated in the RFP. The site
for FY99 Project H-322 is approximately 19.32 hectares (48 acres)
within the project boundary and approximately11.3 hectares (29 acres)
within building setback line. All dwelling units shall be within the
building limits as indicated in the RFP. FY99 Project H-322 is composed
of the following dwelling types: 32 Units JEM-2BR, 130 Units JEM-3BR.
The work also includes demolishing 162 existing family housing units,
utilities, and pavement on a separate site, approximately 20.32
hectares (50 acres), within the limits indicated and as described in
the RFP. FY99 Project H-322 is an OPTION to the contract available for
330 calendar days following contract award for the FY98 Project H-372.
Consideration shall be given to energy efficiency and reduced
maintenance. Also, consideration shall be given to a development with
a neighborhood of identity and focal area (i.e., focal points for
persons to congregate, open spaces, and/or facilities for social
interaction). The two projects are to be acquired by negotiation with
qualified offers based on technical and price competition. The
following Technical evaluation factors are presented in descending
order of importance. Factors (combined) are approximately equal to
price. Factor 1 -- Dwelling Unit Design; Factor 2 -- Site Design
Engineering, Material Quality and Maintainability; Factor 3 -- Building
Engineering, Material Quality and Maintainability, and Environmentally
Sensitive Design; Factor 4 -- Past Performance and Factor 5 --
Utilization of Small Businesses, Small Disadvantaged Businesses, and
Women-Owned Businesses. The contract award will be subject to FAR
52.232-18 Availability of Funds (APR 1984). Upon availability of funds
$21 million will be available for FY98 Project H-372 and $28 million
for FY99 Project H-322. Contract duration is 400 calendar days for FY98
Project H-372 and 450 calendar days for FY99 Project H-322. TECHNICAL
