Slana (Site Code W31XNJ) This procurement is a competitive 8(a) set-aside as established in section 8(a) of the Small Business Act (15 U.S.C. 637(a)). Only those firms meeting the Small Business Administration's (SBA) criterion, and have previously been certified by the SBA as an "8(a) contractor", are eligible to compete for this procurement and ultimately be awarded a subcontract from the SBA. It has been determined by the Small Business Administration (SBA), that competition will be restricted to 8(a) firms which have a Sic Code 1542 among their approved sic codes and which are regularly serviced by the SBA Miami District Office. This solicitation includes bid options for additional work. Critical path method (Network Analysis System) is required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. Bid documents are available on or about 5 August 1997. Estimated cost for work is between $1,000,000 and $5,000,000. Requests for plans and specifications shall indicate in writing whether firm will bid as a prime contractor a subcontractor. This project consists of constructing landscaping buffers along Bougainville Boulevard, along the East Base Boundary, and around the Base Supply/Warehouse/Maintenance/POL Areas. Streetscaping will be added along the Base primary roads and selected secondary roads. A pedestrian system to include a central pedestrian spine will be constructed of concrete with associated landscaping. Some landscaping will be added to all major facilities on base and around some existing and new asphalt parking. Some irrigation systems will be constructed at the Wing Headquarters, Main Entrance, and the Dormitory Areas. Security Lighting will be constructed along the pedestrian spine and VOQ Area. The project also consists of providing standardized signs for all buildings and roadway intersections to include a base entrance. (0197)
