Development Test Center intends to solicit, negotiate and award a sole
source,firm-fixed priced contract under Federal Acquisition Regulation
(FAR) Part 12, Acquisition of Commercial Items, to TA Instruments,
Inc., 109 Lukens Dr., New Castle, DE 19720, for the delivery of a
Differential Scanning Calorimeter (DCS) System consisting of 2920 DSC
module 915000.901 and 3200 Thermal Analyst Controller 924200.901. The
DSC module shall be capable of differential heat flow analysis and
temperature modulation, and equipped with dual sample and single
reference cell and accessory kit 915400.901. The temperature range
shall be -180 to 725 C, reproducibility +/-0.05 C, and accuracy +/-0.1
C. The sensitivity of the DSC module shall be a minimum of 0.2
microwatt, accuracy and precision a minimum of 1.0 percent, with a
noise level not greater than 0.1 microwatts, enabling meaningful
analysis of highly energetic hazardous materials and explosive samples
as small as 100 micrograms (10 g). Aluminum sample pan covers, indium
and saphire calibration materials included. A quench cooling accessory
900674.901 for rapid liquid nitrogen cooling and hermetic sample pans
will be included. Analyst controller shall consist of an
MS-DOS/Windows, RMX, OS/2 Warp 3.0 operating systems capable 64 bit
Pentium processor based Personal Computer with 32 MB RAM, CD-ROM drive,
SCSI-2 Drive adapter, 6-32 bit expansion slots, mouse, keyboard, 1
parallel & 2 serial ports, operating at a minimum clock rate of 166
MHz, and accessory kit 926402.901. Provisions for storage of data to 2
Gigabyte SCSI-2 hard disk drive and 2.44 megabyte floppy disk, and
output to 17 inch diagonal Monitor 995170.901 and peripheral Cannon
BJC-4000 bubble jet printer/plotter device 925001.901 with 360x360 dot
per inch color/720x360 B&W resolution 5 page/min printing and auto
feeder, for full color hard copy shall be included. The analyst
controller shall be capable of, but not limited to, routines necessary
to complete data acquisition, capture, reduction and analysis for
standard Differential Scanning Calorimetry, single and multiple scan
kinetics, heat capacity, Thermal Gravimetric Analysis (TGA), Thermal
Mechanical Analysis (TMA), oxidative stability, TGA kinetics,
Differential Mechanical Analysis (DMA), calimetric parity, and
isothermal kinetics. Controller analyst software and library multiple
Systems Kit; 926401.901, and computer accessory kit 926200.901 to
complete required tasks shall be included. On site installation,
operation, operator training shall be provided. Operating and
instruction manuals shall be included. Technical point of contact is
