publicized in the CBD dated July 24, 1997, for Request for Quotation is
amended to extend the date for receipt of offers to July 29, 1997,
4:00pm. This action is for a total of two flight training devises. One
devise will be an airplane FTD representation of a Cessna 210 with
both a Cessna 182 and Cessna 210 data base system incorporated. The
other device will be a helicopter FTD representation of a Hughes 500
(OH-6A). The following clarifications are made in addition to original
specifications advertised in the July 24, 1997 CBD. The FTD level of
performance required for a helicopter is the same level as described
for airplanes in FAA AC 120-45A. The requirements for upgrade to level
7 are those that would pertain to the contractor's Flight Training
Device. FAA AC 120-54, paragraph D(2), Functional Description, states,
"A level 7 training device has the following characteristics and
components: * Systems representations, switches, and controls which are
required by the type design of the aircraft and by the approved
training program; * Systems which respond appropriately and accurately
to the switches and controls of the aircraft being simulated; * Full
scale replication of the cockpit of the aircraft being simulated; *
Correct simulation of the aerodynamic and round dynamic characteristics
of the aircraft being simulated; * Correct simulation of the effects of
selected environmental conditions which the simulated aircraft might
encounter. The OH-6A cockpit that is being provided by the Government
is not airworthy and does not have a data plate, but is in good
physical condition. The aircraft instrumentation, engine, transmission
and landing gear have been removed. All flight controls are installed,
are intact and are functional. The reference to "Ground School" refers
to Instructor/Operation and maintenance training for the FTD. Delivery
of the Cessna flight training device is desired within three months
after receipt of order, but delivery is required not later than six
months after receipt of order. Please provide your delivery time with
your quote. The successful contractor shall provide flight training
devices that will meet the FAA qualifications to advance to flight
training device level 5 or greater. The resolution and update rate
shall be SVGA (1280 x 1024), 17" or greater CRT display with 60 Hz
update. Textured terrain, searchlight sterrable from the cockpit, and
landing lights are not required. A basic generic visual display is
required initially with an enhanced visual system as part of future
upgrade requirements. The basic visual system is required for the pilot
only and shall have a non-textured visual data base. A generic database
that covers U.S. airports and low altitude airways within a 300 mile
radius of El Paso, TX, is required with future upgrades incorporating
requirements for specific geographical areas. A reasonable visual
representation of cloud ceilings, fog, scud, dusk, night, day, etc. is
required. Physical changes between the cockpit of a Cessna 182 and a
Cessna 210 are minimal, e.g., different fuel selector, the landing gear
switch, different manifold pressure/fuel flow gauge, etc. The disabling
of the gear switch, and the re-calibration of appropriate gauges is a
manner that will be acceptable to the FAA for level 5 certification. A
three axis control loading system is required for both simulators. All
other terms and conditions of the origianl synopsis published on June
