LAUNCH TARGET PROGRAM The Rocket Systems Launch Program (RSLP),
Kirtland AFB, Albuquerque, NM, is contemplating an award of a research,
development production contract to demonstrate and procure a Long Range
Air Launch Target Vehicle to be utilized as targets for evaluation of
Theater Missile Defense (TMD) systems. The use of air launch targets
allows for realistic engagements with U.S. TMD systems that ground
launch systems alone do not provide. Long range is defined as 600 to
3500 km from missile insertion to impact in the target area. The
government has determined this program to be a high priority effort
which requires a rapid development of the candidate system and an
effective integration into the demonstration mission in FY00. Upon
successful completion of the demonstration, the government intends to
procure a series of flight articles for use as target vehicles. The
government expects the utilization of excess Minuteman II booster
stages (provided GFE) as the primary launch vehicle. The baseline RV
will be the Multiple Ballistic Reentry Vehicle (MBRV) provided by the
government GFE. Deviation from utilizing the government provided assets
must be justified and the impact quantified. The scope of this work is
to develop a launch vehicle system that is delivered by means of a
military aircraft that when separated from that aircraft on a pallet,
descends on a parachute to a predetermined position. The vehicle is to
separate from its pallet, ignite remotely, and fly a defined target
trajectory to an impact point. The contractor will develop, ground
test, and integrate the chosen launch system into the military aircraft
in support of the demonstration. All critical technical aspects of the
system will be validated prior to launch resulting in a low risk
technical demonstration. These critical technical aspects include but
are not limited to the following: Prelaunch analytical verification of
range vs. weight for all TMD scenarios; development of the launch
system capable of performing the specified range of missions;
development of a pallet to extract the vehicle from the aircraft; a
retention system to control the decent of the launch system; the
ability to ignite and fly a trajectory ranging from 600 to 3500 km;
development of a flight termination system. Responses submitted should
contain information demonstrating the ability to meet the following
technical requirements to support a 2Q FY00 launch plus the capability
to produces sufficient assets as representative targets in the years
FY01-05: (1) Ability to provide a launch system, utilizing excess
Minuteman boosters and the MBRV, that represents the TMD target set
over the prescribed ranges, (2) Ability to design, fabricate and
integrate a launch pallet system that safely separates from the
military aircraft and descends to the appropriate altitude, where the
launch vehicle separates and ignites, (3) Ability to design, fabricate,
and test components prior to launch to reduce flight risk, (4) Provide
high confidence of mission success with appropriate analyses and
preflight prediction of performance, (5) Perform post flight mission
analyses to determine performance of target vehicles. Potential sources
must submit a statement of capabilities (SOC) to this office. The SOC
shall address the above requirements and contain pertinent and specific
information addressing the following areas: (1) Experience: an outline
of previous projects, specific work previously performed or being
performed and any in-house (research and development) effort, relevant
to the specific task areas of this effort, (2) Personnel: name
professional qualifications and specific experience of scientific,
engineering and program management personnel who might be assigned to
work in areas of the subject effort, and (3) Facilities: availability
and description of special facilities required to perform in the
technical areas under consideration, and a statement regarding
industrial security clearance and storage facilities to support work at
the SECRET level. The SOC must be submitted within 15 calendar days of
this publication, and is limited to 10 pages excluding resumes. All
replies to this synopsis must reference this sources-sought synopsis.

acquisition, or portions thereof, aside for small businesses, socially

institutions. For this proposed acquisition, the definitions in FAR
19.001 and small business size standard for SIC 3761, size standard
1000 employees apply. Foreign firms are advised that they will not be
allowed to participate in this acquisition at the prime contractor
level. The research and test data produced under a resultant contract
may contain Military Critical Technology List (MCTL) information whose
export is restricted by the Export Control Act (Title 22, U.S. Sec
2751, et seq.) or the Export Administration Act of 1979, as amended
(Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on
the Qualified Contractors Access List (QCAL) may receive such

Government. An Ombudsman has been appointed to hear concerns from
potential offerors during the proposal development phase of this

serious concerns from potential offerors when an offeror prefers not to
use established channels during the proposal development phase of this
