Defense Supply Service-Washington intends to award a sole source
contract to the Consortium of Universities of the Washington
Metropolitan Area, a contract for technical and analytical support.
Office of the Undersecretary of Defense for Personnel and Readiness
[OUSD(P&R)] has wide-ranging responsiblity for policy and programs for
Total Force management as related to readiness; National Guard and
Reserve component affairs; health affairs; training; and personnel
requirements and management, including equal opportunity, morale,
welfare, and quality of life matters. The OUSD(P&R) requires technical
and analytical support in order to generate empirical data to guide
policy and programs. The Special Projects and Research Office (SP&R) in
the Office of the Deputy Under Secretary of Defense for Personnel
Integration [ODUSD(PI)] coordinates research and studies for the
OUSD(P&R). SP&R has requested for the DASD(R&R) that the Defense
Manpower Data Center (DMDC) enhance its support for OUSD (P&R) by
obtaining technical and analytical support through cooperation with
local colleges and universities. The supplies or services required to
meet the agency's needs are technical and analytical support to meet
requirements from research and studies in critical areas of the
OUSD(P&R) program. Such support should take the following forms: (a)
provide appropriately trained graduate students for work on OUSD(P&R)
research; (b) provide faculty to supervise these graduate students
where necessary, and to perform advanced technical and research needs
at OUSD(P&R) agencies such as DMDC; (c) match faculty expertise to
designated research needs within OUSD(P&R); (d) provide research space
(to include, when applicable, laboratory space) for the conduct of
experimental research required by the OUSD(P&R) program; and (e)
provide a pool of subjects for research studies where this deemed
necessary and mutually agreeable. This procurement complies with the
Congressional and Executive directives to government laboratories to
enter into close working relationships with local universities, e.g.
P.L. 97-86 (FY82 DoD Authorization Act) as codified at 10 USC 2360 and
implemented in DFARS Subpart 237.73. A solicitation document does not
