C -- ARCHITECT-ENGINEER SERVICES FOR PRODUCT RECOVERY REMEDIATION DEMONSTRATION PROJECT AT QUARRY LOCH, NAVAL STATION, PEARL HARBOR, OAHU, HAWAII SOL N62742-97-R-1802 POC Mr. Roger Argus at Tetra Tech, (619)718-9676, Annette Chun, (808)474-8896, Jill Nii, (808)474-2038 at PACNAVFACENGCOM The Pacific Division, Naval Facilities Engineering Command (PACNAVFACENGCOM) plans to acquire on a sole source basis, a contract with Tetra Tech Environmental Management, Inc (Tetra Tech) to conduct a treatability investigation of enhanced-vacuum, enhanced-surfactant, and electro-heat remediation techniques to remove free phase petroleum hydrocarbon from the subsurface at Quarry Loch, Naval Station, Pearl Harbor, Oahu, Hawaii. The A-E services in support of the treatability investigation will include preparation of the design package, mobilization, installation of the product recovery system, conducting performance monitoring, providing system operation and maintenance and demobilization of the system. In addition, the A-E services will include evaluation and consolidation of EPA's efforts to be incorporated into the Installation Restoration (IR) removal action process. The estimated price range for this project is between $250,000 and $500,000. The project should be completed by December 31, 1997. Thetreatability investigation is in cooperation with the U.S. Environmental Protection Agency (EPA) Superfund Innovative Technology Evaluation (SITE) Program. This acquisition will be negotiated on a sole source basis with Tetra Tech under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Tetra Tech is the only practical source for providing the necessary support for PACNAVFACENGCOM because they are the only EPA approved contractor for demonstrating physical and chemical treatment technologies under the SITE Program.
