L -- LASER CALIBRATION ANALYSIS SUPPORT SOL n/a DUE 081597 POC William R Moffitt, Contract Specialist (407) 494-9519/Roger A MacLeod, Contracting Officer (407) 494-9517 The United States Air Force is seeking laser calibration analysis support to include: 1) Laser illumination of on-orbit sensors (LAZAP) and 2) on-orbit support for United States Atomic Energy Detection System (USAEDS) sensors. Task 1 involves LAZAP operations periodically conducted on satellite optical sensor systems which support the USAEDS mission. The primary system to be supported by this task is the optical sensor system deployed on the 24 satellites which make up the Global Positioning System (GPS) satellite constellation. The LAZAP operations to be conducted under this task will combine two components: a q-switched 1-millisecond ruby laser pulse with a fast rising front edge that can be accurately timed with a GPS clock, and a 6-millisecond pulse ruby laser to eliminate any operational commanding impacts of LAZAP operations. This combination should provide a fast-rising front edge and sufficient pulse width to pass the on-board trigger tests for energy and duration. These GPS illuminations will be to produce a data set that includes data from all 24 satellites with similar accuracies of recorded laser firing times. The data set should contain satellite position geometries that are representative of the normal operating geometries within the limits of LAZAP safety operation requirements. Follow-up illuminations may be required to produce data sets that include particular position dilutions of precision or specific trigger levels which vary with sun angle. Task 2 involves technical assistance and advice for those efforts which required in-depth sensor design knowledge and experience. These efforts cover a broad spectrum of possible situations for any of the satellite sensors which support the USAEDS mission. The normal end results of this type of support are recommendations of corrective actions, work-arounds, or redundancy swaps. An additional effort under this task includes support in the collection of data under specialized conditions. This includes mission planning, inputs to the required command plan, advice on sensor configurations, and analysis of the collected data. This program is anticipated to be a single award. Firms can respond to one or more of the items described above. Firms should indicate whether they are, or are not, a small business, a socially or economically disadvantaged business, a woman-owned business, a historically black college or university, or minority institution. For small businesses, the general definition used to determine whether your firm is small is as follows: "A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 1000 persons." SIC code 8731 applies. "Concern means any business entity organization for profit with a place of business in the United States, its possessions, Puerto Rico, or the Trust Territory of the Pacific Islands, including but not limited to, partnership, cooperation, jointventure, association, or corporation. The Air Force reserves the right to consider a small business set-aside based upon the responses hereto. All respondents shall include their Commercial and Governmental Entity Code. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Due to the nature of this potential effort, "NO foreign country sources will be considered." Sources are not required to include the Government assigned company facility code (also called Cage Code) for the applicable facility and storage facility that would safeguard any classified data supplied by the Government. This is NOT a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Air Force requests a ten (10) page white paper which briefly discusses the following action items: technical approach, company background, experience (DoD and non-DoD), company facilities, and general vitae on key personnel to include experience. This announcement will remain open for 30 days. Any costs incurred as a result of response to this announcement shall be borne by the company and will not be charged to the Government for reimbursement. No written or telephone requests for a solicitation package or further information will be accepted nor responses made. However, the government may seek clarification by telephone. (0198)
