Veterans Affairs (VA), Veterans Benefits Administration has been
authorized by Congress (Public Law 104-275) to issue a contract for
conducting a pilot program at selected locations for Medical Disability
Examinations used by VBA's Compensation and Pension Service in
determining veteran disabilities. In preparation for the release of a
Request for Proposal, the contracting officer is releasing the draft
requirement to industry for comment. This requirement has 3 categories
where examinations will be conducted. The first category is military
separation points, constituting a minimum of 4,800 exams a year and
will be conducted near the following locations: Fort Benning, Fort
Gordon, Fort Stewart, Fort Bragg, Fort Leavenworth, Fort Riley, and
McConnel AFB. The second category are access concern areas, comprising
a minimum of 4,300 exams per year in the following states: Kansas,
North Carolina (Coastal and Mountain), Virginia (Southeast), and Utah.
The third category are high population areas, anticipating a minimum
of 4,900 exams per year in the following areas: Greater Atlanta
(including North and Central Georgia), Greater Los Angeles (East),
Massachusetts, and Greater San Diego (portions of San Diego, Imperial
and Riverside counties). It is anticipated that this will be a Firm
Fixed Price, Indefinite Delivery/Indefinite Quantity, Award Fee
contract for a base year and a potential of 4 option years, exercised
at the option of the Government. Vendors can access the Medical
Disabilities Exam requirement on July 29, 1997, located at the
following internet address http://www.va.gov/Procurement.htm. Vendors
shall submit their comments to the contracting officer at
copdav@mail.va.gov by COB on August 18, 1997, using Microsoft Word '95
