Philadelphia intends to acquire, through unrestricted full and open
competition, services to collect, remove, and dispose waste oil, bilge
water, oily waste and sludge from U.S. Navy vessels at the Naval
Weapons Station Earle Piers in Leonardo, N.J. Such waste is to be
removed by Barge, which is to be provided by the contractor. The waste
material may also need to be chemically tested and analyzed by the
contractor. It is anticipated that Barges of 800,000, 500,000 and
200,000 gallon capacities will be required. The annual volume of waste
oil, oily waste, bilge water and sludge is approximately 2,500,000
gallons. Approximately twenty (20) tug rentals are anticipated to be
required each year. A fixed priced Indefinite Delivery Requirements
contract is contemplated as a result of the solicitation. The duration
of the resultant contract will include one (1) basic year plus two (2)
option years. Performance under the base period will commence 01
October 1997 or date of award, whichever is later. The applicable
standard industrial classification is 4953. All responsible sources may
submit a proposal which shall be considered by the FISC Norfolk
