a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Responses should reference
Request for Proposal No. DE-RP04-97AL76155. This CBD
synopsis/solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 90-46. This
is a 100% Small Business Set-Aside. The Standard Industrial
Classification (SIC) Code for this procurement is 4899 with a
corresponding size standard of $11 Million. Firms responding should
indicate whether or not they are small business, small woman-owned
business, small disadvantaged business, or 8(a) business, in accordance
with the referenced SIC Code. The Department of Energy Albuquerque
Operations Office (DOE-AL) intends to purchase five (5) line items.
Item 001 -- Ten (10) Westinghouse WEC D-1000-H Transportation Satellite
telephones for immediate delivery. Item 002 -- Ten (10) Westinghouse
WEC D-1000-H Transportation Satellite telephones for delivery in
October 1997. The features required for the Westinghouse WEC D-1000-H
Transportation Satellite telephones are telephone interface, STU-III
interface, FX-10 card, and data and fax capabilities. Item 003 -- Two
(2) Mitsubishi ST-251 OmniQuest Transportable Satellite telephones for
delivery as proposed by the Offeror. The features required for the
ST-251 OmniQuest Transportable Satellite telephones are STU-III
interface and data and fax capabilities. Item 004 -- 75 minutes of air
time per month for ten (10) Westinghouse telephones and two (2)
Mitsubishi telephones for a period of three years. Coverage shall be
North America. Item 005 -- Technical training and Westinghouse
installation certification for eight (8) Government personnel. The
Offeror shall provide an extended warranty and maintenance for all
equipment for one year from date of acceptance. DOE/AL requires the
ability to order additional equipment or interfaces on an as-needed
basis. The delivery and acceptance point is DOE-AL, Pennsylvania and K
Streets, Building 20397, Kirtland Air Force Base-East, Attn.: IRMD,
Albuquerque, NM 87116. Delivery is FOB Destination. FAR 52.212-1,
Instructions to Offerors -- Commercial, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. Only those Offerors who
can furnish these items will be considered, no substitute items will be
accepted. Award will be made on the basis of lowest overall price. This
is an "All or None" solicitation and Offerors must propose on all
items. Please include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with your offer. Copies of this provision may be obtained by
contacting the Contract Specialist. The clauses at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items, and at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, apply to this acquisition. Under
FAR 52.212-5, paragraph (b), the Contracting Officer has indicated
that the following clauses are incorporated by reference: FAR 52.203-6,
Restrictions on Subcontractor Sales to the Government, with Alternate
I; FAR 52.203-10, Price or Fee Adjustment for Illegal or Improper
Activity; FAR 52.219-8, Utilization of Small Business Concerns and
Small Disadvantaged Business Concerns; FAR 52.222-26, Equal
Opportunity; FAR 52.222-35, Affirmative Action for Handicapped Workers;
FAR 222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era; and FAR 52.225-3, Buy American
Act-Supplies. FAR Clause 52.232-25, Prompt Payment Act, also applies.
Only written responses/proposals to this synopsis/solicitation will be
accepted and should be U.S. mailed to the attention of Martha L.
Youngblood at the address listed herein. Responses/proposals are due no
later than 3:00 P.M. MST on August 1, 1997. Descriptive literature, for
consideration by the Government, may be submitted with the offer. The
Government intends to evaluate offers and make award without
discussions, however, this does not preclude the Government from having
discussions if it is in the best interest of the Government to do so.
