Space and Naval Warfare Systems Command has a requirement for the
designing and building of Shipboard Antenna Systems (SAS) as part of
the Global Broadcast Service (GBS), a world-wide, high throughput
broadcast (one-way) service of data and video products supporting push
and user pull paradigms. The SAS will be a receive-only, shipboard
satellite communications antenna group operating at Ka and Ku-band
frequencies. GBS is part of the MILSATCOM architecture and extends the
Defense Information Infrastructure (DII). The SAS will automatically
acquire and track Ultra High Frequency Follow-On (UFO) and commercial
satellites in a geosynchronous orbits while subjected to environmental
service conditions, including ship motion. The SAS will amplify and
translate the received signals to an L-band intermediate frequency (IF)
range, and provide the IF signal to a Government-supplied integrated
receiver-decoder (IRD). The SAS will be integrated by a system
integration contractor with other equipment to form the Ship Receive
Suite (SRS). The SAS will be installed as either a single or dual
antenna configuration. Depot maintenance will be Contractor-provided.
Radar-cross section verification may be ordered as an option to the
GBS- SAS. FOB Destination. This procurement is expected to emphasize
modifications to low cost, commercially available hardware and
software. The contract type will be indefinite delivery, indefinite
quantity with firm-fixed-price supply items and with time and material
and cost plus fixed fee provisions for service items, for a contract
duration of a base period from date of award through 30 September 1998
plus five one year option periods thereafter. The procurement is an
unrestricted, full and open competition, and all responsible sources
may submit a bid, proposal, or quotation which shall be considered by
the agency. The Standard Industrial Classification Code (SIC) is 3663.
A draft request for proposal document for the planned procurement will
be available on the SPAWAR Bulletin Board forinformation and industry
comment. The file will be compressed by a shareware program, EXE, and
located on the Draft Procurement Files menu item, in Microsoft Word
Ver. 6.0 format. SPAWAR intends to use its electronic bulletin board
system (BBS) for pre-solicitation and for the issuance of any resulting
Request For Proposals (RFP). Interested firms may download information
concerning the GBS-SAS from the SPAWAR Bulletin Board. The SPAWAR
electronic bulletin board may be accessed from PC or MACINTOSH
computers by calling (703) 602-9494. The World Wide Web version of the
SPAWAR BBS is at http://raven.spawar.navy.mil, under the draft
directory of the procurement files menu item. Comments will be accepted
until ten (10) days after release of the draft request for proposal on
the SPAWAR Bulletin Board. Comments should be sent to the following

Microsoft Word Ver. 6.0. This is not a Request For Proposal (RFP), nor
does the Government intend to pay for the information solicited.
