Wolfe, 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. RQ97-029. This procurement is being issued unrestricted. The Standard Industrial Classification is 3699 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Furnish to the National Instititute for Occupational Safety and Health (NIOSH), 1095 Willowdale Road, Morgantown, WV, ONE EACH of a Circuit Board Fabrication System such as LPKF CAD/CAM Systems, Inc., Protomat 95S including A.50 machine cap (Sound Enclosure/Safety Cover), Tool Ring Setter, CCAM Plus Software, Boardmaster Software, A.08 Auto vacuum switch, P.20 Autocontac Thru-hole Plating System, A.12 Starter Package, A.15 Radio Frequency Starter Package and A.44 NILFISK GS80 Vacuum System or functionally equivalent system meeting the following specifications: Maximum Accommodated Board Size: 17" X 15"; Material Machining Capability: FR3, FR4 and G10 Printed circuit board materials, Aluminum-filled and pure Teflon, Duriod Polymide; Motor Speed: 10,000 to 60,000 RPM; Displacement Speed: Programmable, up to 2.4 inches/second in the X-Y plane; Z-Axis Reference: Non-contact pneumatic; Trace and Isolation Channel Resolution: 4 mil.; Repetition Accuracy: plus or minus .0002 inches; Drill Hole Size: 12 mil and greater; Hole Drilling Rate: Two holes/second; Tool Change: Automatic; Vacuum system: Nilfisk GS80 or equivalent Vacuum System with HEPA filter (67 db noise level); Appropriate hardware to enable program control of vacuum system start up; Sound Isolation/Protective Enclosure to be included; Through-hole plating capability for two-layer boards to be included. Included Software: Windows 95-compatible operational software must receive input from printed circuit board design software in the Gerber, Gerber-X, Excellon or HPGL formats, provide WYSIWYG viewing and editing capability and create output file to control the pcb plotter. In addition, software must provide for control of fabrication panels including multiple job/single panel control, automatic tool change, job progress, and hole plate- through operation. The Government requires delivery of all items within 30 days after receipt of order. The Government will evaluate based on F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the specification or your offer may be rejected.
