is seeking Expressions of Interest regarding the application of a
prototype stirred glass melter and power supply owned by the DOE and
stored at its Savannah River (SR) facilities near Aiken, South
Carolina. The stirred melter and power supply is a unitized platform
design complete with control panels and is adaptable to highway
transport. The melter was purchased by the DOE in 1993 for
approximately $2.9M as a potential alternative melter technology for
use at the Defense Waste Processing Facility (DWPF). Testing proved the
original DWPF melter capable of supporting the High Level Waste (HLW)
vitrification mission and the DOE eliminated testing and development of
the stirred glass melter. The stirred melter has not been operated. No
other end use is currently identified for the stirred melter.
Therefore, the DOE is considering offering this melter to a commercial
or research institution. The melter may potentially be developed for
application to hazardous or low level waste vitrification or other
alternative use. The stirred melter was designed for a production
capacity of 228 lb/hr of glass based on a simulated HLW slurry
consisting of 60% water and 40% solids. The tank material of
construction is Inconel 690 with an internal configuration of
36"x36"x60". The melter tank has removable water cooled exterior
panels. The power supply is 350 KVA, single phase power supply, NEMA
12, water cooled, with dual voltage ranges of 150 volts or 300 volts.
The stirred melter was built for testing and is not designed for remote
processing of HLW. Remote operation and maintenance features have not
been incorporated into the design. Therefore, its application would
appear to be best suited for hazardous or low level waste vitrification
where hands-on maintenance is possible. A small scale stirred melter is
located at the Clemson University Vitrification Research Laboratory
(Clemson, South Carolina) and could be made available for testing. The
Savannah River Technology Center has recognized expertise in
vitrification technology, and collaborative research and development is
possible. Consideration for providing the stirred melter to a company
or research institution will be based on the proposed end use,
experience and capability of the entity in the proposed field of
application, and financial resources capable of supporting its
application and/or testing. The DOE will not consider financial support
for either its application or testing but will consider bearing the
cost of transportation and incidentals necessary to safely deliver the
stirred melter if it is offered. Contractual agreements may be
necessary to protect any proprietary or trade secrets information
associated with the melter design and its support equipment. It is
anticipated that the names and addresses of respondents to this Request
for Expressions of Interest will comprise the source list for any
Request for Proposals that the DOE may prepare. Please be advised that
this source list will be provided to interested parties on request.
