ARCHITECT-ENGINEER SERVICES: Planning and design for Broadcast System
equipment, utility, and facility construction projects at various USIA
International Broadcasting Bureau (IBB) relay stations at Greenville,
NC; Delano, CA; and various oversea's locations such as Greece,
Germany, Kuwait, Botswana, Morocco, Sri Lanka, Spain, the Philippines,
and Central America. Design projects will be of a general nature for
repair, maintenance, alteration, construction, and installation of
various broadcast systems and equipment, and other building and utility
systems in support of broadcasting facilities. The A/E firm selected
will be required to investigate problems, perform condition
assessments, compare alternatives and recommend solutions, prepare
Statements of Work for construction drawings and specifications,
prepare construction estimates and schedules, and provide construction
support services. Selection criteria to be considered, in addition to
those set forth in FAR Subpart 36.602-1, are: 1) Mix and depth of
mandatory core engineering disciplines available in the firm, such as
civil/structural, electrical, mechanical/HVAC, architectual, and
environmental engineering; 2) In-house or readily available technical
capability and experience in such specialized engineering fields as
Broadcast System's repair, maintenance, alteration, and construction
and facility/ equipment condition assessment; installation and
maintenance of power generation, water-sewerage, security, fire
protection/supression, fuel storage/handling, and electronic systems
(including satellite facilities and associated equipment; 3) Individual
staff professional qualifications and experience in the above-stated
core and specialized engineering disciplines; 4) Successful performance
on U.S. Government, state/local, and private sector contracts in the
above-stated core and specialized disciplines during the past 5 years
-- with emphasis on project construction cost and schedule control,
adherence to design standards, and quality of work; 5)
Capability/capacity to accomplish A/E design work in accordance with
U.S. Government project schedules; 6) Experience and capability to
accomplish A/E work for construction projects located in both USIA's
U.S. and oversea's locations; 7) Experience with U.S. Government
Indefinite Quantity Contracts (IQC) with individually negotiated Task
Orders; 8) Capability to timely and responsively coordinate with
appropriate elements of the IBB Office of Engineering and USIA Office
of Contracts in Washington, DC; and 9) Success in prescribing the use
of recovered materials and achieving waste reduction and energy
efficiency in facility design. This procurement will be an indefinite
quantity type of contract, with each Task Order being individually
negotiated for a firm-fixed-price. None of the above-stated work or
locations represent IBB firm requirements, but the A/E firm must be
able to perform engineering investigations/analyses, detailed design,
and construction support services for the above-stated types of
projects and locations in order to qualify for this proposed A/E
contract. The estimated amount for all tasks is not expected to exceed
$400,000 per year for the base year with a minimum contract amount of
$50,000, and four unilateral Government 1-year options beyond the base
year with the same estimated maximum and minimum contract dollar
amounts per year. The proposed A/E contract will be awarded on an
unrestricted (full and open) basis following FAR A/E evaluation,
selection, and award procedures. Firms desiring consideration shall
