Contracting Officer -- 305-324-3285 The A/E shall develop Design
Development drawings (Phase I and II), working drawings,
specifications, estimates and construction period service at the
Veterans Affairs Medical Center, 1201 NW 16th Street, Miami, FL 33125.
This project consist of renovating approximately 20,000 GSF of
laboratory space on the 3rd floor and approximately 600 GSF of
laboratory space on the 1st floor. It also includes replacement of air
handler #15 presently located on the 2nd floor mechanical room with a
new 33,500 CFM air handling unit. Renovation includes design of new
architectural layout, mechanical systems and electrical systems.
Phasing out the project to continue laboratories' services is required.
The design needs to include plans for the installation of a laboratory
automated system. A Certified Industrial Hygienist (CIH) will be
obtained by the A/E to provide expertise in all aspects of assessing,
abating, monitoring and making recommendations concerning asbestos.
Recommendations will be based on, but not limitedto; field
investigations, sampling, monitoring, laboratory analysis, review of
specifications and drawings. Construction cost range is between
$1,000,000 and $5,000,000. Selection of the A/E firm will be based on
the evaluation factors listed below in descending order of priority:
(1) Past Performance on contracts with government agencies in terms of
quality of work, compliance with performance schedules, and
cooperation with Facilities Manager efforts in cost estimating, value
engineering preparation of bid packages, (2) Experience and
Qualifications of Proposed Key Personnel including specialized
technical skills, project management skills, and experience in working
together as a team, (3) Present Proposed Design Approach, (4)
Specialized Experience and Technical Competence in the type of services
required, (5) Cost Control, present recent projects to demonstrate
ability to meet project cost target and any additional constructions
costs caused by design deficiencies. What cost control techniques are
recommended for this project, (6) Estimating capabilities, (7) Location
and facilities of working office must be within a 50 mile radius of the
VAMC, Miami, FL, (8) Computer Assisted Design Capability and Capacity,
(9) Capacity to accomplish the work in the required time, (10)
Availability of additional personnel or consultants to support
expansion or acceleration of the project and (11) Awards,
circumstances, and outcome of any litigation involved within the last
five years and type of amount of liability insurance. Interested firms
are to submit two (2) copies each of SF 254, A/E and Related Services
Questionnaire and SF 255, A/E and Related Services Questionnaire for
Specific Project, to this office by close of business August 5, 1997,
