Disarmament Agency has been notified that Technical Secretariat (TS)
for the Organization for the Prohibition of Chemical Weapons (OPCW), a
new international organization created by the Chemical Weapons
Convention (CWC), is seeking to identify companies or individuals
qualified to offer technical solutions or off-the-shelf software and
hardware which will contribute to the implementation of a library
management system. The TS has requested that each Member State identify
potential sources interested in supplying or developing this system.
Specific functions to be implemented in the library management system
are: (1) serials and books cataloging with capability to import
standard MARC (machine readable catalogue) records; (2) circulation and
loan management to provide functions to track the movement and removal
of materials to and from the library and the reserve stack; (3)
subscriptions management to allow tracking of incoming periodical
publications; (4) acquisition of new material management to integrate
publisher information with the registration of invoices and orders for
library material; (5) user interface with the library collection,
known as OPAC (on-line public access catalogue) to allow users to
search the library database regarding holdings and material
availability. The anticipated technical platform for the library
management system is described as follows. LIBRARY SIZE -- During the
initial 5-year period, there will be a dramatic increase in the number
of books held in the library to an estimated total of 15,000. In
addition, there is likely to be an increase in the number of
subscriptions between 300 and 400, and an increase in the holding of
CD-ROMs during this period. The volume of library material is expected
to increase by 10% per year after the initial 5-year period. LIBRARY
USERS -- There will be approximately 400 to 500 registered users. The
library management system will grant simultaneous access to five
information system users (i.e. user performing management operations on
the system such as entering or changing book cataloging information and
user information) and up to 20 normal library users. NETWORK
ENVIRONMENT -- The Library management system will operate on utilize
the existing technical environment, which is based on NT servers and
related network protocols (TCP/IP, NetBUI, IPX/SPX). CLIENT HARDWARE --
Generic Pentium PCS. CLIENT OPERATING SYSTEMS -- Windows 3.1, Windows
95 and Window NT 4.0. SERVER OPERATING SYSTEM -- Windows NT 4.0.
DATABASE CHARACTERISTICS -- The proposed library management system will
utilize any relational database with customization which is consistent
with the industry standard. However, a system functioning in Microsoft
SQL, Sybase or Informix would be preferable. Furthermore, the
Organization uses Lotus Notes 4.5 (server and client). Interested
